Background/IRC Summary:

Following the 2014 civil war, Libya has been divided into two governmental territories. Since the civil war, the protracted political and internal armed conflict has deteriorated the humanitarian situation in Libya. In April 2019, military and armed forces from the parties of the conflict have engaged in armed clashes in Tripoli. Since that day, over 60,000 Libyans and non-Libyans have been displaced, many are still trapped in the active conflict areas, and more than 1 million people in need of life-saving health care and protection services.

The situation, also coupled with Covid-19 pandemic, has impacted the physical and mental well-being and living standards of Libyans, migrants and refugees while exposing them to significant protection risks. The break-down in governance structures has resulted in deterioration of public services, exacerbating existing vulnerabilities and diminishing people’s coping capacities. The country’s capacity of responding the basic needs and the impact of the crisis has been shrunken. Migrants and refugees are especially affected by the prolonged conflict and political instability, the lack of national legal framework providing international protection, arbitrary detention, fear of violence and abuse, movement restrictions as well as the limited number of specialized services providing the protection solutions. Among them, people with disabilities, with mental health issues, children, women, and elderly are particularly vulnerable and at risk in such an environment lacking the protection measures.

In response to the situation in Libya, the IRC launched an emergency program in September 2016 which aimed to provide life-saving medical care and integrated protection services. At present, the IRC is conducting health and protection activities in Tripoli and Misrata, expanding its protection department, with a focus on community-based protection, rule of law, child protection, GBV, and MHPSS across all its project locations.

Job Overview/Summary: 

Under the direct supervision of the Snr Protection Officer, the Protection Assistant provides the humanitarian support and protection monitoring in the non-detention setting in Tripoli. The position will support the emergency response in the detention centers and in the rescue at sea at disembarkation points in Tripoli when needed and requested by the supervisor. The tasks entail the monitoring the humanitarian situation and trends related to the PoCs living in the urban areas, conducting monitoring visits and assessments, reporting on the safety and material needs of the PoCs, and advising, planning and conducting the CRI/NFI distributions in the urban areas out of the reach by CDC and Seraj Registration Office of UNHCR while ensuring the integrated response with the health teams. The position will also oversee the safe referrals of the identified individuals in the urban setting to the relevant available services with the informed consent of the clients.

Key Responsibilities:

·Supporting the Snr Protection Officer for creating protection monitoring tools tailored for the urban areas in Tripoli;

·Supporting the Snr Protection Officer for preparing the protection monitoring reports, fact sheets and SitReps;

·Assist the Snr Protection Officer and PRoL Manager for developing the Standard Operational Procedures for the urban monitoring activities;

·Planning and conducting the protection monitoring activities in the targeted areas in order to gather data and assess the vulnerability of the beneficiaries according to the defined Standard Operating Procedures;

·Ensuring transparent, accurate and timely collection of data under the guidance of the Snr Protection;

·Coordinating the field activities and the monitoring visits in the urban areas with IRC’s WPE and Health Teams and ensure the coordinated approach with the other PRoL Teams;

·Being 7/24 available and ready upon call-for-duty for urgent responses;

·Gathering routine data about the conditions, vulnerabilities, the status of persons with special needs, the need of CRI/NFIs in the urban areas;

·Distributing CRI/NFIs in the identified safe distribution points in the urban areas, minding the distance and safety measures for the PoCs living in the urban areas;

·Working closely with the communities and community structures, supporting them to establish the community committee structures and provide the technical trainings;

·Ensure timely and safe referrals of the identified PoCs to the relevant service provision as per their needs and will (with the informed consent) - including, UNHCR registration, voluntary repatriation, health services, WPE services, CRI/NFI provision, cash-based response, and so on;

·Maintaining documentation of the monitoring activities and assisting in tracking data related to beneficiaries, compiling and reporting the data;

·Filling existing data collection tools and working on the improvement of the existing ones in collaboration with the M&E teams;

·Attending and engaging in team and internal meetings, support and supervision sessions.

·Establishing and maintaining networks with UNHCR, IOM, NGOs and INGOs’ field staff conducting similar activities and/or covering the same communities;

·Supportng the DC/RaS team for conducting assessments within the detention centers and rescue at sea disembarkation points when needed and requested by the supervisor;

  • Keeping the Snr Protection Officer up to date and informed about the queries and requests made by other IRC departments, officials and other stakeholders involved in the humanitarian field in a timely manner;
  • Create and contribute to the collaborative working relationship and communication between other team members;
