BACKGROUND

Following the 2014 civil war, Libya has been divided into two governmental territories. Since the civil war, the protracted political and internal armed conflict has deteriorated the humanitarian situation in Libya. In April 2019, military and armed forces from the parties of the conflict have engaged in armed clashes in Tripoli. Since that day, over 60,000 Libyans and non-Libyans have been displaced, many are still trapped in the active conflict areas, and more than 1 million people in need of life-saving health care and protection services.

The situation, also coupled with Covid-19 pandemic, has impacted the physical and mental well-being and living standards of Libyans, migrants and refugees while exposing them to significant protection risks. The break-down in governance structures has resulted in deterioration of public services, exacerbating existing vulnerabilities and diminishing people’s coping capacities. Children are exposed to high levels of psychosocial distress, trauma and protection risks due to the ongoing conflict and prolonged insecurity, which has an immediate and long-term psychological and social impact for children and their caregivers who experience displacement, death of or separation from family members, discrimination, and movement restrictions: These cause negative behaviors and emotional changes in children.

In response to the situation in Libya, the IRC launched an emergency program in September 2016 which aimed to provide life-saving medical care and integrated protection services. At present, the IRC is conducting health and protection activities in Tripoli and Misrata, expanding its protection department, with a focus on Child Protection, GBV, rule of law and MHPSS across all its project locations.

SCOPE OF WORK: The NFI Assistant will report to Snr Protection Officer and work, in compliance with IRC policies and Code of Conduct, closely with Persons of Concern to UNHCR and migrants in Tripoli. S/he will be in charge of supervising and ensuring good quality of distribution in urban areas, assist the Protection Assistants fro conducting needs assessment, follow up on the stock availability, keep the warehouse stock inventory, and safely maintain the distribution data.

KEY RESPONSIBILITIES:

·Coordinate with the main stakeholders for adapting the most appropraite distribution modality at the assigned distribution point;

·Plan, implement and monitor the distribution process on a monthly basis, in coordination
with other program staff involved in the distribution.

·Assist the Snr Protection Officer and Protection Assistant(s) for developing emergency preparedness strategies corresponding to the distribution NFIs in urban areas.

·Liaise with UNHCR for the requesting the release of core relief items to be distributed in urban areas.

·Coordinate with Supply Chain Department to ensure the safely stocking the items, proper record keeping in the storage and warehouse, and reporting the distribution in the in DCs and disembarkation points and urban areas.

·Ensure the record keeping and and systematic filing of the supporting documents related to each distribution.

·Prepare lease orders and other logistics issues related to the distribution.

·Maintain and update the distribution database and share the breakdown (nationality, age, sex, and type of items) with the PIMO while ensuring the client’s data and information protection

·Prepare weekly and monthly report on the items distributed, including achievements, challenges, and recommendations.

Any other duties as assigned by the supervisor.
