Procurement and Supply Chain Specialist

Eligibility criteria

Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.

Description of task

Within the delegated authority and under the supervision of Procurement Unit Head and in close coordination with Programme/Project Managers of the 3 large projects mentioned above, the UN Volunteer will undertake the following tasks:

  1. Provision of services in procurement processes and its management.

  • Coordinate proactively with UNDP Country Office relevant staff, Procurement Support Units in Copenhagen, Geneva and Bangkok and the Ministry of Health to ensure the needs for smooth procurement of pharmaceuticals and other health products are attended on timey manner;

  • Support the Ministry of Health in preparation of the specifications, import licences and other supporting documents required for procurement of health products;

  • Coordinate proactively with UNDP Country Office relevant staff and the ACCESS PMU in UNDP Indonesia, Procurement Support Units in Copenhagen and Bangkok and the Ministry of Public Work and Ministry of State Administration to ensure the smooth procurement and installation of LTSHE lights and solar water pumps are attended on timely manner;
  • Support the procurement processes for all major procurement tasks related to Green Climate Fund – Safeguarding Rural Communities Project
  • Support in finalizing and launching of RFQ, ITB and RFP tenders;
  • Acquire relevant approval from Procurement review committees (ACP, RACP and CAP);
  • Plan and strategize for type of procurement method to be used.
  1. Implementation of E-Tendering, procurement planning tools and sourcing strategy;
    • Review of PROMPT entries and follow up with relevant projects on procurement planning
    • Use of E-tendering system for all tenders,
    • Developing sourcing strategy for procurement plans,

  1. Logistical and Administrative Services;
    • Supporting logistics team on shipment, tax exemption and custom clearance processes;
    • Support in preparation of reports on health procurement progress for submission to the Ministry of Health on weekly basis;
    • Support in development of catalogue of all health products procured by UNDP Country Office which will include information on the name, model, specifications and price of the products;
  1. LTA/Contract Management and vendor management
    • Monitoring LTA/Contract ceilings and expiry dates,
    • Registering contract in ATLAS
    • Coordinating with clients in regard to contract/LTA amendments
    • Conducting market research and training new vendors,

  1. Facilitation of knowledge building and knowledge sharing.
    • Organize trainings for procurement and project staff
    • Synthesis of lessons learnt and best practices in Procurement.
Qualifications/Requirements Required degree level: Master degree or equivalent Education - Additional Comments:
  • Master’s or Bachelor degree in Business Administration/ Supply Chain Management/ Social Science/Operations or other relevant fields;
  • Procurement certification- CIPs Level 2
  • At least 5 years of professional work experience for Master’s degree holders or a minimum of 7 years for Bachelor’s degree holders in procurement, supply chain, and contract management
Required experience: 60 Months Experience remark:
  • Bachelor’s or Master’s degree in Business Administration/ Supply Chain Management/ Social Science/Operations or other relevant fields;
  • Procurement certification- CIPs Level 2

At least 5 years of professional work experience for Master’s degree holders or minimum 7 years for Bachelor’s degree holders in procurement, supply chain and contract management

  • Experience of working in the UN or other international development organization is an advantage;
  • Experience in local and international procurement of pharmaceuticals and other medical/health products/supplies is an advantage.
  • Experience of working with UNDP Procurement and Supply Chain Management is an asset
  • Possess strong knowledge of Timor-Leste public health system, facilities and challenges is an advantage;
  • Accuracy and professionalism in writing draft contracts, reports, and other official documents
  • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines
  • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems, preferably PeopleSoft and ATLAS
  • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;
  • Have affinity with or interest in health programme of UNDP, volunteerism as a mechanism for durable development, and the UN System.
