Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations (UN), works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Through the Regional Office for Asia and the Pacific (ROAP) in Bangkok and a number of country and multi-country offices as well as programme presences across the region, UN Women builds on a long history of support to governments, civil society and other actors to deliver for women and girls.  We advocate for and enhance accountability to enhance women’s political participation and prevent and respond effectively to violence against women. Our economic empowerment programmes seek greater economic security and rights particularly for marginalized groups of women.  Other programmes in Asia and the Pacific involve partnering with women in their efforts to engage in peace and reconstruction efforts, and push for gender equality (GE) provisions integral to preparing for, mitigating and responding to disasters and emergencies. To bolster gender-responsive budgeting and public planning, we assist efforts to monitor the different impacts of budget and policy choices on women and men and to mainstream gender considerations across sectors.

Partnerships & Resource Mobilization, Advocacy and Communications Unit (PRMAC)

This position is based within Partnerships, Resource Mobilization, Communications and Advocacy (PRMAC) Unit for the UN Women Regional Office for Asia and the Pacific (ROAP). At the regional office, PRMAC is in charge of building partnerships with private sector entities as well as bilateral partners, non-profit organisations and the media. PRMAC also provides strategic advice and technical support to both the regional office and country offices in Advocacy and Communications in Asia and the Pacific. The Head of Partnerships and Resource Mobilization manages the PRMAC unit.

Under the supervision of the Head of Partnerships and Resource Mobilization, the Partnerships Development Specialist will provide technical support to the development and management of UN Women’s strategic partnerships and relationships with Key Influencers. This high value audience is comprised of High Net-worth and Ultra High Net-worth Individuals (HNWI/UHNWIs), digital and social influencers, private family foundations and philanthropists. He/she will contribute to the Regional Partnerships and Resource Mobilization strategy, as well as enhance capacity in the Regional Office (RO) and the region’s Country Offices (CO) and Multi-Country Office (MCO) to engage with the private sector (Key Influencers).

Duties and Responsibilities

1.  Develop and manage UN Women’s strategic partnerships with Key Influencers (private sector) in the Asia-Pacific region

  • Manage and coordinate relationships with key influencers; provide technical inputs to senior management’s efforts at the country level to develop new and innovative partnerships with HWNI/UHNWIs;
  • Set and monitor annual priorities, goals and key performance indicators (KPIs) for regional partnerships;
  • Provide strategic advice to the Regional Office and Country Offices/ Multi Country Offices on building and maintaining partnerships and positioning with potential Key Influencers;
  • Advise RO and Country Offices on the design and implementation of effective advocacy strategies and methods for proactive and strategic targeting of partners and donors.

2.  Manage, and facilitate the implementation of, regional private sector fundraising strategies and initiatives for Key Influencers

  • Manage the development and implementation of differentiated, donor fund-raising strategies, aligned and coordinated with country-level activities initiatives and outreach activities;
  • Develop targeted products and initiatives to mobilize programmatic resources and attract additional donors’ funding;
  • Gather information on project/programmes pipelines and corresponding resource needs through close collaboration with country-based counterparts;
  • Provide technical support to the development of project proposals in line with the UN Women’s strategy and the interest of Key Influencers;
  • Undertake ad-hoc donor studies, research, and other activities to identify funding opportunities; update the Partnerships and Resource Mobilization strategy as needs emerge.

3.  Build trust and maintain effective relationships with Key Influencers (high-value donors)

  • Provide technical support to the Regional Director and other senior managers in the preparation of missions and meetings with Key Influencers, including the preparation of notes, briefs and other materials;
  • Act as a direct entry point for Key Influencers;
  • Provide regular updates on donor profiles, databases (e.g. contacts management) and donor intelligence;
  • Identify opportunities to secure additional non-core resources;
  • Provide technical support the drafting and review of partner-specific Framework Arrangements and Cost Sharing Agreements; and the preparation of brief funding proposals and concept notes, where appropriate.

4.  rovides advice and support to strengthen internal capacity on managing relationships with Key Influencers

  • Advise and support UN Women Regional Office and field offices on private sector fundraising procedures and guidelines as well as funding modalities for Key Influencers;
  • Facilitate partnership and resource mobilization training to program staff and managers based in Country Offices/ Multi Country Offices including the development of tools and products, as needed;
  • Advise on the creation of UN Women regional communication products, packages and positions targeted to Key Influencers.

5.  Provide advocacy/visibility support and coordination for the HeForShe Solidarity Movement, especially when interlinked with Key Influencers:

  • Serve as Regional Campaign Coordinator for the HeForShe Solidarity Movement;
  • Represent UN Women ROAP at conferences, seminars and meetings on issues related to the work of the HeForShe Movement in the region;
  • provide technical support to social norms change around positive masculinities, male champions and healthy relationships;
  • Provide technical inputs to long-term communications plans for the HeForShe initiatives and partnership work; Monitor, analyzed and shared its results across the region, in coordination with relevant colleagues in COs;
  • Manage the recruitment and supervision of interns and volunteers for outreach events/actions;
  • Ensure adequate documentation, reporting and monitoring, in collaboration with relevant HQ HeForShe and Communications colleagues, of advocacy/campaign results, lessons learned and effective approaches in the Asia-Pacific region.

6.  Participate in knowledge building and sharing and advocacy efforts

  • Contribute to the development of knowledge products and mechanisms to effectively position UN Women in the region wherever possible;
  • Share knowledge and enhance organizational learning among UN Women regional and field offices through the development and use of on-line tools, templates, tips, mechanisms and guidelines;
  • Monitor emerging issues that could affect partnerships and resource contributions at the national or regional levels (risk management).

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in economics, business management, social sciences, public administration, international relations, communications, women's studies, or a related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 5 years of progressively responsible experience in private sector partnerships, resource mobilization, communications/ advocacy, and/or business development;
  • Experience in gender equality and women's empowerment;
  • Experience working with civil society organizations, international institutions and donors;
  • Experience working with HWNI/UHWNIs, influencers and private family foundations is a strong asset;
  • Experience working in the UN system is an asset.

Language Requirements:

  • Fluency in English.
  • Knowledge of the other UN official working language is an asset.
