In Syria, WFP provides food assistance to more than 4.6 million people each month. This includes families who require emergency assistance when affected by conflict and displacement and also those who need help to improve their nutrition and food security. WFP supports children across Syria with healthy meals and snacks at school, mothers with nutritious diets, and families and communities with sustainable livelihood projects.

ORGANIZATIONAL CONTEXT

The upsurge in violence since December 2019 as part of the North-Western Syria offensive has caused a mass displacement of some 2.8 million people (Source: OCHA). Humanitarian assistance to these people has become a priority for humanitarian organizations, with WFP providing life-saving food assistance to almost 1.4 million people. The operation is conducted cross-border from Turkey under UN resolution #2533. WFP plans to set up and expand further initiatives in providing food and nutritional assistance to the most vulnerable populations affected by the conflict through Cash-Based Transfers (CBTs) in North-Western Syria. For this purpose, an international Programme Policy Officer (CBT Consultant) is required to support, coordinate and facilitate the proposed implementation of the CBT assistance.

JOB PURPOSE

Under the direct supervision of the Head of Programme, overall guidance of the Emergency Coordinator, and in close collaboration with the CBT unit in the Damascus Country Office, the CBT Consultant will be working directly with our cooperating partners to develop and initiate a scalable CBT intervention.

KEY ACCOUNTABILITIES (not all-inclusive)

The CBT Consultant will be responsible for the following:

  • Contribute to the WFP North-Western Syria/regional team in strategic direction and prioritization for North-Western Syria cash programming at scale.
  • In line with Senior Management, identify key priorities, workplan, key deliverables and gain buy-in, commitment and resources from key WFP stakeholders for successful planned cash-based delivery in North-Western Syria.
  • Provide technical support and guidance in the design and implementation of CBT response activities by identifying – with contextual and numeric evidence, the most efficient and effective CBT response options including choice of modalities, delivery mechanisms, transfer values, partners, among others.
  • Work closely with WFP’s regional cash team with a focus on building ability to scale and implement high quality cash-based transfer programming in line with best practices.
  • Undertake regular coordination with the CBT relevant units in the Country Office in Damascus, the Regional Bureau in Cairo and HQ in Rome to ensure that the CBT activities are designed, set up and implemented in ways that demonstrate consistent adherence and alignment to corporate and contextual standards.
  • Contribute to the overall emergency response plan/contingency planning by participating in the relevant programmatic processes and providing technical and programmatic guidance and recommendations to ensure that CBT becomes an integral part of the WFP emergency response in North-Western Syria, along with contribution to United Nations Security Council Resolution (UNSCR) contingency planning, where appropriate.

  • Provide support in building and strengthening collaborations and partnerships with key stakeholders like UN agencies, local and international organizations. In addition, ensure active participation of WFP in the cash working group for North-Western Syria.
  • Support the effective monitoring and reconciliations of a CBT response by setting up or strengthening systems and processes that lead to the collection and analysis of accurate data that is useful to support programming, accountability and advocacy, among others. This also includes documentation of lessons learned and experiences to contribute to development of relevant corporate guidance.
  • Lead the capacity building and strengthening efforts on CBT to prepare WFP’s cooperating partners for future humanitarian food and nutrition response and develop a system of continuous learning for sustainability and institutional memory.
  • Perform any other duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Social protection, Economics, Financial Management, Agriculture development, Humanitarian studies or other related field.

 

Experience:

  • 3-5 years of relevant professional experience in international development or humanitarian work.
  • A minimum of three years of experience in CBT related areas, including social protection, finance, monitoring and/or vulnerability analysis.

 

Language:

  • Proficiency in both oral and written English. Knowledge of Arabic is an asset.

KNOWLEDGE AND SKILLS

  • Excellent understanding and application of cash-based transfers, targeting, monitoring and evaluation techniques.
  • Proficiency in Windows, MS Office (Word, Excel, PowerPoint, Outlook)
  • Behavioral competencies such as Action Management, Client Orientation, Cognitive Capacity, Innovation, Partnering and Teamwork.
