ORGANIZATIONAL CONTEXT

These positions will be based in WFP Makeni and Kenema Sub Offices and entails supporting implementation of the Asset Creation and Livelihood portfolio under activity 5: Provide integrated resilience building support to smallholder farmers, including farmers’ organizations and women’s groups of WFP Sierra Leone’s 2020 – 24 Country Strategic Plan.

The prospective candidate will support field level implementation of all elements of the project cycle, including planning and co-ordination of activities, requiring a thorough understanding of programme/project context, issues and ability to apply a range of guidelines/practices. They will work in collaboration with government counterparts and cooperating partners to facilitate community-driven identification of the most-vulnerable households to receive support in accordance to the vulnerability criteria. Job holders demonstrate initiative in the identification and resolution of a wide range of issues/problems, and effectively handle unforeseen situations.

 

JOB PURPOSE

To provide effective coordination and specialized support to WFP’s Asset Creation and Livelihood portfolio to build the resilience of smallholder farmers.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Provide specialized expertise and contribute towards the development of project activities, plans and processes for emergency food assistance activities, ensuring alignment with wider programme policies and guidelines.
  2. Provide efficient coordination and specialized project management support to WFP’s Asset Creation and Livelihood programme to ensure that the various activities are performed within the established targets following WFP’s policies and procedures.
  3. In support of Asset Creation and Livelihood activities, prepare a variety of reports and substantial data analysis (e.g. site assessment information, beneficiary data, food assistance needs, resource utilization, programme status, performance) and make recommendations to Head of Sub Office and activity manager, ensuring deliverables adhere to corporate standards and quality control.
  4. Lead and ensure accurate, timely recording of data within the Asset Creation and Livelihood programme and consistency of information presented to stakeholders, including working in collaboration with partners at field level to undertake beneficiary targeting processes in accordance to the selection criteria shared the activity manager.
  5. In collaboration with MAF and in consultation with the Activity Manager, undertake site assessments to identify viable locations for Asset Creation and Livelihood support and monitor the implementation of Asset Creation activities by conducting spot-checks and joint verification missions with MAF counterparts and WFP colleagues.
  6. Coordinate and liaise with internal counterparts on a range of complex matters to enable effective collaboration, implementation and monitoring of ongoing project activities.
  7. Ensure that actual field implementation is done so in line with plan, closely monitoring the performance of MAF counterparts, Community Youth Contractors and farmers and provide feedback to the Activity Manager to advise on challenges and recommendations to enhance quality
  8. Proactively and systematically monitor project implementation of partners to identify challenges and bottlenecks in a timely manner, report them to the activity manager and provide technical oversight to effectively troubleshoot to ensure the project meets its goals.
  9. Support the capacity building of WFP staff, cooperating partners and national government within a specific technical area
  10. Perform any other related duties as assigned..

 

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. Preferably a university degree in  development studies, social sciences, statistics or a related field is required.

Experience: At least five years of progressively responsible work experience in programme or other related field.   

Language: Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.

OTHER SPECIFIC JOB REQUIREMENTS

  1. Previous experience implementing agricultural and livelihood projects.
  2. Extensive experience working at community-level desired.
  3. Fluency in local languages (Temne, Mende,  Kuranko, Limba, Fula) advantageous.
  4. Strong technical skills, particularly proficiency using MS Office (Excel and Word), experience undertaking paperless data collection and accurately using GPS.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Demonstrated previous success in implementing community development initiatives.
  • Ability to take initiative and work independently with minimal supervision.
