ORGANIZATIONAL CONTEXT

Job holders typically report to a Programme Policy Officer or Head of Field Office. At this level, job holders are expected to demonstrate responsibility and initiative to respond independently to various queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen operational problems on a daily basis. Job holders are expected to manage resources and coach and coordinate support staff.

JOB PURPOSE

To provide effective specialized support and technical analyses to policy and programme activities that effectively meet food assistance needs.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.

Language: Fluent (level C) English and Turkish in both oral and written communication. Knowledge of Arabic is an asset.

Experience:

  • At least 5 or more years of relevant work experience.
  • Experience in CBT

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Has experience in cash-based programming
  • Has worked with technical teams (i.e. nutrition, VAM, etc.) Has contributed to implementation of programs
  • Has observed or assisted with policy discussions

 

KEY ACCOUNTABILITIES

Provide CBT programme support:

  1. Design and support implementation of the CBT programme modalities;
  2. Liaise and coordinate with internal counterparts (Country Office Programme units, in particular activity managers, VAM and Monitoring & Evaluation) to support effective collaboration, implementation and monitoring of CBT project activities;
  3. Provide technical guidance to to Cooperating Partners (CPs) on CBT implementation and documentation;
  4. Review and update operational guidance (SOPs) to reflect the operating context while ensuring compliance with corporate policies and directives;
  5. Contribute to analysis, learning and strategy around cash-based transfers; further strengthen the analysis of the impact and effectiveness of cash-based programmes for beneficiaries and the market;
  6. Assist in monitoring the implementation of plans for scaling-up CBT activities, perform accurate and timely recording/compilation of data and support analysis, and prepare periodic reports on the progress of CBT operational projects (e.g. programme status, performance, challenges and opportunities) to support operational decision making;
  7. Contribute in development of monitoring plan in coordination with Field Office M&E for monitoring of CBT cash distributions and Post Distribution Monitoring (PDM) for completed cash distributions;
  8. Support the Programme Policy Officer with external coordination regarding cash based activities with humanitarian and cooperating partners (including drafting of documents and translations);
  9. Identify lessons learnt and best practices established for use in further WFP cash & food programme interventions.
  10. Provide inputs for all internal and external reports (including Situation Reports (Sit-Reps, donor reports etc.);
  11. Ensure compliance at Field office level with WFP’s guide to personal data protection and privacy guide, Beneficiary identity management guide, and other relevant WFP policies;
  12. Actively contribute to improvements in standard operating procedures by sharing lessons learnt

Provide other duties as required, including:

  1. Support capacity strengthening initiatives of cooperating partners.
  2. Respond to emergencies
  3. Back-up support for other programme staff.
