ORGANIZATIONAL CONTEXT

This job is found in WFP Indonesia for Jakarta Country Office. The job holders will report to WFP Representative/Country Director.

JOB PURPOSE

Working directly with the WFP Representative/Country Director the incumbent is to take the lead on Human Resources (HR) in the WFP Country Office and deliver a full range of HR support to ensure accurate implementation of WFP policies and procedures and facilitate the effective functioning of a client-focused and strategy-oriented HR service.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Support organizational design activities that enable senior management to define and organize structures and jobs and allocate people to the right places to improve efficiency.

2. Contribute to the effective management of the employment relationship between WFP and its staff, by administering conditions of service, contracts, and appropriate entitlements.

3. Support HR operational activities or projects that are aligned to business needs, following standard processes, and ensuring alignment with wider WFP policies.

4. Analyse and respond to queries from managers and staff, understanding their issues and ensuring policies, procedures, processes, systems, and tools are available and correctly applied to support them.

5. Provide assistance on a wide range of HR queries and follow up actions, to ensure consistent and high-quality HR services are delivered to WFP staff.

6. Review and compile a variety of data on staff recruitment and selection, contractual conditions, entitlements, performance and training requirements, workforce, etc., to support analysis and reporting needs.

7. Support staff capability building, working with managers to understand individual skills and business requirements, and organizing development solutions which equip staff with the skills and knowledge required to meet current and future challenges.

8. Provide support in building talent within WFP, working with managers to understand their needs and organizing solutions to recruit, retain and develop a high calibre workforce to deliver the business strategy.

9. Collate data and contribute to the preparation of accurate and timely reporting, supporting a WFP wide view of HR activities that enables informed decision-making and consistent information for stakeholders.

10. Allocate responsibilities and support on-the-job learning and development to HR support staff, to ensure they have adequate knowledge of HR systems and procedures required to perform their duties and subsequently can contribute to the provision of effective HR services.

11. Support and deliver onboarding for new staff joining WFP, to ensure that relevant processes are followed and the conditions of terms of service are explained and understood.

12. Prepare a range of HR documentation required for the specific area of work (e.g. employment contracts, transfer/separation letters, training-related documents, etc.) ensuring accuracy and meeting established deadlines.

13. Use HR management systems for reviewing, entering and updating a variety of HR data including monitoring various deadlines (e.g. contract expiration, PACE, etc), ensuring compliance with the established deadlines and accuracy of HR data.

14. Co-ordinate the maintenance of confidential personnel records, HR databases and archives, to ensure data and files are accurately stored and updated in compliance with the established standards.

15. Monitor staff deployment and handle related administrative actions including preparation of reports, to support efficient HR service enabling WFP to respond quickly to a crisis.

 

At this level job holders are expected to use initiative and knowledge within an area of expertise to independently respond to queries with general guidance. There is a requirement to use judgment in dealing with unforeseen problems on a daily basis. Job holders are expected to manage resources and coach and coordinate support staff.

STANDARD MINIMUM QUALIFICATIONS

Education: Bachelor’s degree or secondary school completion plus post-secondary certificate in Human Resources

Experience: 6 years of progressively responsible working experience, including at least 3 years in Human Resources.

Knowledge & Skills:

Familiarity with the use of the SAP software.
SAP (Systems, Applications, and Products) in Data Processing

 

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

  • Familiarity with the use of an e-recruitment platform for HR.
  • Experience with HR service operating standards across a range of contexts.
  • Experience with provision of training to new staff on Human Resource rules and regulations and with responding to ad-hoc queries based on these rules and regulations.
     

Language: Fluency in both oral and written communication in English and Bahasa Indonesia is required – both orally and written.
