The United Nations World Food Programme in Turkey is looking for a Programme Assistant SC5, based in Ankara, Turkey.

STANDARD MINIMUM QUALIFICATIONS

 

Education: University degree in Economics, Accounting, Business, Social Sciences, International Affairs, or other field relevant to international development assistance.
Language: Fluency in oral and written communication in English and Turkish. Any other additional languages like Arabic, Farsi or Urdu is an asset.

Residency Status: Candidates are required to be Turkish nationals or to have a valid residency permit of at least 6 months in Turkey.

Experience: Minimum two years of relevant work experience.

ORGANIZATIONAL CONTEXT

The job holder based in Ankara and reports directly to the Programme Policy Officer under the programme operations technical team.

At this level, job holders are responsible for the completion of a range of specialized and/or standardized processes and activities requiring some interpretation of standard guidelines and practices. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff. They work under minimum supervision, perform basic analyses and compile reports to support information consistency and smooth implementation of programmes/projects.  

JOB PURPOSE

To perform specialized and/or standardized policy and programme-related processes and activities to support the effective delivery of assistance. 

KEY ACCOUNTABILITIES (not all-inclusive)

  1. ​​​​Perform specialized and/or standardised processes and activities within the specific technical area of work supporting alignment with wider programme policies and guidelines.
  2. Provide programme activities and/or general office support following established targets and WFP’s policies and procedures. 
  3. Within the specific area of responsibility, compile data and support analysis and preparation of reports (e.g. resource utilization, sweepback analysis, partner expenses) in order to support operational decision-making.
  4. Perform accurate, timely recording of data within the specific technical area of work (e.g. Cash-Based Transfers) following corporate standards and guidelines. 
  5. Work and exchange information with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.
  6. Support communication and activities with local partners, agencies, NGOs and government institutions. 
  7. Act as a point of contact for resolution of general operational queries requesting assistance where necessary.   

Other post requirements:

  • Raise monthly and timely commitments on SAP (WINGS) for various Cash-Based Transfers activities and program implementation, such as Cash for beneficiaries & partner expenditures;
  • Follow up and preparation of the necessary documentation for payment of the various CBT activities and program implementation;
  • Coordinate with vendor/partner focal points on submission of invoices and waybills (supporting documents) under the scope of the Soup Kitchens programme;
  • Prepare monthly cash forecasts for various program activities;
  • Keep records of program activities documents and financial reports, perform ad-hoc analysis as required;
  • Enter relevant data into COMET in support of overall Country Office external reports
  • Provide support for administrative tasks of Programme Unit

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Has facilitated communication with technical teams (i.e. CBT.).

Has a strong financial background and knowledge of financial processes and internal controls

Has previous experience with SAP (WINGS) various modules and tools

Has good understanding of CBT design and implementation

TERMS AND CONDITIONS

Remuneration: A competitive compensation and benefits package is offered starting from TRY 8,425.00 gross.

Annual Leave Entitlement: 1.83 days per month. 

Medical Insurance: Private medical insurance plan for the employee and dependents (spouse, child or children)

Duration of the contract: until 31 December 2021 (Renewable)
