Organizational Setting


The Regional Office for the Near East and North Africa (RNE) is responsible for leading FAO's response to regional priorities for food security, agriculture and rural development through the identification, planning and implementation of FAO's priority activities in the region. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the Region and, in collaboration with Divisions, Centres and Offices at Headquarters, develops, promotes and oversees FAO's strategic response to regional priorities. RNE also advises on the incorporation of regional priorities into the Organization's Programme of Work and Budget, implements approved programmes and projects in the region, and monitors programme implementation. RNE develops and maintains relations with region-wide institutions, including the Regional Economic Integration Organizations (REIOs).
The Regional Office supports regional policy dialogue, capacity development and resource mobilization and facilitates the emergence of regional partnerships on food security, agriculture and rural development issues.

Reporting Lines

The Economist reports to the Senior Economist, Delivery Manager of the Regional Initiative on Small Scale Family Farming
Technical Focus

Rural development, territorial development, social protection, youth employment, women empowerment, rural institutions and services, agricultural and rural development policies, programmes, partnerships and institution strengthening
Key Results

Collection, analysis and review of information, data and statistics, and project/meeting services to support programme products, projects, publications, and services.
Key Functions

• Collects, reviews/cross checks and/or analyzes relevant agricultural, economic, trade, market, social, environmental, nutrition/food composition and/or gender related data, statistics and information to support delivery of programme projects, products, publications and services
• Undertakes analysis, provides technical input for plans and reports and edits/revises technical documents and/or publications
• Participates in the development of improved tools and methodologies
• Updates databases and web pages
• Participates on multi-disciplinary project/work teams
• Participates in the development of training materials and the organization of workshops/seminars etc.
• Participates in the organization, conduct and follow-up of meetings, consultations and conferences, the development/production of required materials and the provision of information and assistance to partners

Specific Functions

• Contributes to the regional programme from the perspective of rural and territorial development, social protection, rural institutions and services, youth employment, and women empowerment, and help mainstreaming these themes in agricultural and rural development policies and programmes;
• Contributes to the identification and formulation of projects and programmes and to technical support to country offices in implementing them, including through participation in country missions;
• Contributes to the development and implementation of regional and country-level capacity development programmes, institutional strengthening and partnerships;
• Participates in studies and analyses, both at regional and country level, related to the above areas of work;
• Liaises with relevant units in Headquarters and contribute to corporate programmes in the related areas of work; ensures effective communication with Sub-regional and country Offices on related activities and programme

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced university degree in economics, agricultural economics or a related field political economy, rural development
• Three years of relevant experience in economic and quantitative analysis of food and agricultural issues, natural resources use, food demand or related areas poverty analysis, rural development
• Working knowledge of English and limited knowledge of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills

• Work experience in more than one location or area of work, particularly in field positions is desirable
• Extent and relevance of experience in collecting and analysing technical information and data

• Extent and relevance of experience in the preparation, editing and revision of technical/scientific documents and in organizing meetings and workshops
• Extent and relevance of experience in formulating and implementing analytical and policy studies studies and development projects
• Extent and relevance of work experience in the Near East and North Africa Region is desirable
• Working knowledge of Arabic and/or French is considered a strong asset
