Organizational Setting
The Secretariat of the International Treaty on Plant Genetic Resources for Food and Agriculture (ITPGRFA) performs that tasks established under the Treaty, and arranges for and provides administrative support for sessions of the Treaty's Governing Body and for any subsidiary bodies, as may be established, and assist the Governing Body in carrying out its functions, including the performance of specific tasks that the Governing Body may decide to assign to it.
The Technical Officer supports the Secretary and the teams within the Secretariat to provide advice, technical support and guidance on the implementation of the Treaty's Funding Strategy.

Reporting Lines
The Technical Officer reports to the Secretary of the ITPGRFA.
Technical Focus
Resource mobilization, policy support, agrobiodiversity funding strategy development and implementation, partnership and proposal development, donor relations and outreach, and programming support.

Key Results
Comprehensive technical and policy expertise to support the planning, development and implementation of divisional programmes, projects, products and services.
Key Functions
• Provides technical leadership assistance on the development, implementation and evaluation of assigned programmes/projects; assists in the review of relevant documents and reports; identifies priorities, liaises with relevant parties;
• Assists in the coordination of programmes and reviews the assessments of issues and trends for the implementation of programmes and projects and the preparation of impact evaluation or equivalent studies;
• Assists/supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications;
• Contributes to consultative and other meetings, conferences, including proposals for agenda topics, identifying participants, preparation of documents and presentations;
• Participates in activities such as structuring of training workshops, seminars; makes presentations on assigned topics/activities;
• Leads field missions, including provision of guidance to external consultants, government officials and other parties;
• Provides advice on the development of policies and strategies, as well as national protocols and guidelines for projects with specific domains related to FAO's work.
Specific Functions
• Contributes to the delivery of the ITPGRFA's Funding Strategy 2020-2025 and Operational Plan;
• Coordinates and provides support to the Funding Committee to enable its effective functioning, including the preparation of technical and policy documents, and the development of strategic tools, partnerships and processes for enhancing resource mobilization efforts in line with the FAO Corporate strategy;
• Supports and provides strategic advice to the Treaty Secretary and team in the area of resource mobilization, donor relations and partnership development;
• Identifies and creates strategic opportunities for raising the profile of the Treaty with resource partners and other stakeholders;
• Leads the Treaty Secretariat's resource mobilization efforts, and provides support, advice and inputs to partnership and proposal development and opportunities, and donor outreach/relations in line with the FAO Corporate strategy;
• Supports the Secretary and Co-Chairs of the Funding Committee in the preparation of policy documents, analysis, reports and briefings for the Treaty's Governing Body, Bureau and Funding Committee;
• Ensures that the outputs produced for the Treaty's Funding Strategy and resource mobilization work maintain the highest-quality standards;
• Coordinates and contributes to the design of research, data collection, validation, analysis and/or reporting activities to support the development of innovative approaches and strategies, new tools, technical reports/publications on the Treaty's Funding Strategy and resource mobilization efforts, as well as the provision of technical/policy/ specialist/advice and expertise;
• Collaborates on, provides technical backstopping to and ensures the quality/effectiveness of project and grant proposals developed by the Treaty Secretariat and with external partners;
• Liaises with colleagues in the Treaty Secretariat and relevant divisions within FAO to exchange critical information, monitor trends, developments and opportunities and to develop partnerships and opportunities for resource mobilization;
• Performs other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• Advanced university degree in political sciences, business administration, finance, international relations, international development, development economics or related fields;
• Seven years of relevant experience in in international development, funding strategy development, donor aid programmes, fundraising/resource mobilization, funding agreement negotiations and grant management; including relevant experience working in an international organization and with intergovernmental/multistakeholder committees;
• Working knowledge of English and limited knowledge of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills
• Work experience in more than one location or area of work, particularly in field positions is desirable;
• Extent and relevance of experience in technical cooperation's related activities, policy advice and analysis relating to food and nutrition security, agriculture and rural development, monitoring and evaluation of policies and programmes;
• Extent and relevance of experience in working with inter-governmental bodies and multidisciplinary teams;
• Demonstrated experience in providing support on resource mobilization and funding strategy development/implementation to intergovernmental bodies/committees;
• Extent and relevance of experience in leading and participating in multidisciplinary teams to develop science-based/technical analysis to improve the implementation of the Treaty and the functioning of its mechanisms;
• Demonstrated experience in report writing including grant proposals in English;
• Demonstrated experience of fundraising from governments, international organizations or others;
• Very good knowledge of the United Nations, inter-governmental or other multilateral funding mechanisms is considered an asset.
