WFP’s strategy in Djibouti is aligned with Djibouti Vision 2035 and takes into account regional strategies of the African Union, in particular Agenda 2063 and the Malabo Declaration on Accelerated Agricultural Growth, and IGAD sub-regional strategies. It is also aligned with the UNDAF for 2018–2022 and builds on relevant recommendations of the Zero Hunger Strategic Review. 

Addressing poverty is a major pathway to addressing food insecurity in Djibouti. Agricultural potential is limited, but the agricultural, pastoral and fisheries sectors offer opportunities for providing direct assistance for rural households susceptible to food insecurity and malnutrition. The two pillars of the WFP strategy are:

 

  • To provide employment equitably for women and men in the most vulnerable households; and
  • To use safety nets to ensure access to assistance that meets basic needs, including for food security.

ORGANIZATIONAL CONTEXT

 

This position is based in the Djibouti Country Office and reports to a Programme Policy Officer. At this level, the job holder is expected to demonstrate responsibility and initiative to respond independently to various queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen operational problems on a daily basis. The job holder is expected to manage resources and coach and coordinate support staff.

JOB PURPOSE

 

To manage WFP’s comprehensive online tool (COMET) to design, implement and monitor programmes and to improve organizational performance and coordinate the Complaint Feedback Mechanism (CFM).

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Provide technical support and assist in the development and implementation of various activities and processes within the specific area of work supporting alignment with wider programme policies and guidelines.
  2. Provide specialized project management support to specific and/or defined programmes to ensure that the various activities are performed within the established targets following WFP’s policies and procedures.
  3. Within the specific area of responsibility, prepare a range of reports and data analysis (e.g. food assistance needs, resource utilization, programme status, performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control.
  4. Ensure and/or perform accurate, timely recording of data within the specific technical area of work (e.g. assistance programmes, food security and vulnerability assessments) and consistency of information presented to stakeholders.
  5. Liaise with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.
  6. Support the capacity building of WFP staff, cooperating partners and national government within the specific technical area.
  7. Act as a point of contact for resolution of a range of operational queries and problems within a specific technical area of responsibility.
  8. Oversee and/or review the work of other support staff, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines.

STANDARD MINIMUM QUALIFICATIONS

Education : Completion of secondary school education.
Language : Fluent in both speaking and writting in French and Intermediate (Level B) in English.

Experience : At least 5 years of experience including 3 in the field is desirable.

OTHER SPECIFIC JOB REQUIREMENTS

COMET is WFP’s comprehensive online tool for managing programmes, enabling Country Offices to capture all operational data in one platform including all planned and actual distribution figures by partners, locations and beneficiary groups. It will be the backbone for monthly operational management and also feed into WFP annual reporting exercises, including the Annual Country Report.   Under the direct guidance and supervision of the Head of the Monitoring and Evaluation Unit and in close collaboration with other functional teams, the Programme Associate will be responsible for the below tasks, using the COMET Implementation module.

  •  
  • Track the progress of data entries to ensure timely reflection of business processes in the COMET Implementation Module for the following documents:  Project Plan (PP) (number of beneficiaries, amount of cash, tonnage of food and other outputs), Project Needs Plan/Scenarios (PNP), Implementation Plan (IP), partnerships, Food Release Note (FRN), actual data entries (MT/Cash), beneficiary counting, and other output results.
  • Develop and maintain partnerships database in the system. Ensure all partnerships are uploaded and validated within 5 days of signing new agreements
  • Ensure consistency with logframe, programme/project narratives during project design stage (e.g. beneficiary tables) and budget revisions to ensure alignment of all programme elements with strategic objectives.
  • Configure new COMET implementation module users or amend existing users as required
  • Provide in-country and on-line training to new COMET implementation module users
  • Conduct data quality reviews of data entered by CO users
  • Generate regular reports on partnerships and planned/actual output data and conduct relevant analysis, to be shared with management and Programme including Strategic Outcome Managers.
  • Support the Annual Country Report (ACR) and other donor reporting exercises and facilitate presentations to missions.
  • Provide any other COMET Implementation Module related support as requested

OTHER SPECIFIC JOB REQUIRMENTS II

As CFM Manager, the Programme Associate is responsible for the day-to-day implementation and functionality of the CFM in line with the corporate CFM Standardisation Guidance, including the management of CFM, the demonstrated functionality of the CFM, the overall information management system, and the meeting of all deliverables. The CFM Manager must demonstrate the ability to solve problems, coordinate and collaborate with internal and external stakeholders, manage data, manage difficult situations, remain calm in a crisis and to represent the CFM in meetings

  • Support the empowerment of communities through the provision of accessible and timely information and participation in decision making processes.
  • Ensure the CFM adheres to the minimum requirements for a functioning CFM as outlined in the corporate CFM Standardisation Guidance.
  • Ensure the CFM has value added by demonstrating the CFM contributes to programme improvement and participation of affected populations in decision making.
  • Provide technical support and assist in the development and implementation of various activities and processes within the specific area of work supporting alignment with wider programme policies and guidelines.
  • Liaise with IT focal point for troubleshooting any issue related to the technology supporting feedback management
  • Provide project management support to specific and/or defined programmes to ensure the various CFM activities are performed within the established targets and in adherence to WFP’s policies and procedures.
  • Within the specific area of responsibility, prepare a range of reports and data analysis and highlight trends/issues, ensuring deliverables and adherence to corporate standards and quality control in order to advance the AAP 5Accountability to Affected Populations) agenda.
  • Provide the tools, training, and resources to enable the high-quality performance of CFM employees in line with SOPs and WFP’s Guide to Personal Data Protection and Privacy (PDPP), conducting performance management as required.
  • Build understanding of the value of AAP across all levels within WFP, and as required externally.
  • Act as a point of contact for resolution of a range of operational queries and problems within a specific technical area of responsibility.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Knowledge of corporate reporting requirements and beneficiary counting guidelines

Knowledge of information management principles, with the ability to identify and present data for different reporting and management purposes

Practical knowledge on programme implementation and operational processes, including corporate materials on project cycle management, programme inputs to budget and supply chain processes, partnerships and tracking output level data to be presented for management decisions, programme adjustment and donor reporting.

Knowledge of data quality control and assurance mechanisms

Knowledge on how to work with relevant technology and procedures to collect, organize, share and use corporate information

Applied knowledge and skills of client services management at a higher level with UN or International Organization.
