WFP’s strategy in Djibouti is aligned with Djibouti Vision 2035 and takes into account regional strategies of the African Union, in particular Agenda 2063 and the Malabo Declaration on Accelerated Agricultural Growth, and IGAD sub-regional strategies. It is also aligned with the UNDAF for 2018–2022 and builds on relevant recommendations of the Zero Hunger Strategic Review. 

Addressing poverty is a major pathway to addressing food insecurity in Djibouti. Agricultural potential is limited, but the agricultural, pastoral and fisheries sectors offer opportunities for providing direct assistance for rural households susceptible to food insecurity and malnutrition. The two pillars of the WFP strategy are:

 

  • To provide employment equitably for women and men in the most vulnerable households; and
  • To use safety nets to ensure access to assistance that meets basic needs, including for food security.

ORGANIZATIONAL CONTEXT

This position is based in the Djibouti Country Office and reports to a Programme Policy Officer. At this level, the job holder is expected to demonstrate responsibility and initiative to respond independently to various queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen operational problems on a daily basis. The job holder is expected to manage resources and coach and coordinate support staff.

JOB PURPOSE

 

To coordinate asset creation and education-related activities, in close partnership with partners, including Government.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Coordinate Food assistance For Assets  activities in the framework of WFP operations in Djibouti.
  2. Together with the national counterpart and the National Programme Officer, contribute to the elaboration of a strategy for  WFP’s technical engagement with the MENFOP
  3. Strengthen government capacity and other stakeholders to strengthen a nationally-owned school feeding programme.
  4. Strengthen government and local cooperatives capacity to improve food security through asset creations. .
  5. Explore new ranges of opportunities to develop asset creations including through innovations such as hydroponic culture, urban market-gardening, etcWithin the specific area of responsibility, prepare a range of reports and data analysis (e.g.socio-economic impact of FFA interventions) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control.
  6. Liaise with internal and external counterparts to support effective collaboration, implementation and monitoring of ongoing activities.
  7. Coordinate and communicate with local partners, agencies, NGOs and government institutions to perform accurate analyses and to ensure efficient planning and eventual delivery of food assistance.
  8. Act as a point of contact for resolution of a range of operational queries and problems within a specific technical area of responsibility.
  9. Oversee and/or review the work of other support staff, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines.
  10. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.

STANDARD MINIMUM QUALIFICATIONS

Education : Completion of secondary school education.
Language : Fluent in both speaking and writting in French and Intermediate (Level B) in English.

Experience : At least 5 years of experience including 3 in the field is desirable.

OTHER SPECIFIC JOB REQUIREMENTS

Experience in capacity development activities, particularly focused on community-based approach project

Experience in engaging with a range of actors from Government agencies, UN agencies, NGOs, academic, and the private sector                

Ability to write clear and concise reports

Has a strong knowledge of international and regional strategies in the field of adaptation to climate change (Initiative for African Adaptation of Agriculture Conference, IGAD strategy…)

Excellent written and verbal communication skills in English and French

Proven team building and leadership skills.

Ability to work to tight deadlines and handle multiple activities.
