Organizational Setting

The Global Health Security Programme (GHSP) (October 2020 to September 2024) aims to strengthen animal health systems to reduce the risks and impacts of emerging infectious diseases, antimicrobial resistance, and bio-threats through an inclusive One Health approach. The focus areas of GHSP will be to improve multi-lateral and multi-sectoral collaboration among stakeholders; enhance preparedness of animal health services, including early warning and risk-based surveillance; improve response capacity to animal health threats; adopt good practices on risk reduction; and design planning and policy instruments based on operational research to better inform stakeholders. Under the GHPS, three national consultants are recruited to implement the activities of the programme.

Reporting lines


Under the overall administrative and functional guidance of the FAO Representative in Lao PDR, the operational guidance of the Operations Specialist, technical guidance of the ECTAD Regional Manager based in FAO RAP, and direct supervision of the National Project Director.

Technical Focus

The incumbent will closely collaborate with ECTAD- FAO staff at country and regional level as well as with government counterparts and other implementing partners and stakeholders. Specifically, the incumbent will take the following responsibilities to ensure the smooth implementation of the OSRO/LAO/002/USA project and other related regional projects:

Tasks and responsibilities

  • Work closely with the ECTAD team to revise and develop policies and strategies on animal health;
  • Support with guidelines and best practices for reducing the risk of zoonoses and Transboundary Animal Diseases (TADs);
  • Implement the policy on good practices in coordination and collaboration with relevant partners and stakeholders at the country level;
  • Improve existing coordination and communication mechanism between the central and provincial level within the country including identification of focal points and their Term of References (TORs), and implementation of trainings and a monitoring mechanism;
  • Participate in and organize multi-lateral collaboration meetings among the countries in the region;
  • Advocate and improve the current mechanism (AH-PH) using lesson learns from the previous project and expand to include wildlife, private sectors and academia;
  • Support national One Health (OH) mechanism including strengthening of OH coordinating office and revising the existing TOR to include public health, wildlife, private sectors and academia;
  • Identify and advocate good practices of animal movement such as guidelines and SOPs for traders, middlemen and market owners including veterinary services at district and village volunteer;
  • Promote the use and adaptation of SOPs on biosecurity and management at household and farm levels and hygienic and sanitation at the market and others including border check points;
  • Assist with the preparations, delivery, and reporting of the project work plan including for the implementation of activities;
  • Support the organization of meetings, workshops, trainings and other events foreseen in the project;
  • Coordinate monitoring and evaluation activities for ECTAD Lao PDR;
  • Assist in setting up a monitoring system, including performance indicators in alignment with Regional M&E Programme for ECTAD;
  • Develop and implement short and long-term disease control and SOPs for specific zoonotic disease control and prevention;
  • Advocate policy makers to support utilization of animal health information for informing risk-based surveillance;
  • Assist and conduct training evaluations and needs assessments for provincial and district staff and other corresponding programmes or activities;
  • Submit an end-of-assignment report upon completion of the assignment; and
  • Perform other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in veterinary science, animal production science, agriculture, animal health policy, agriculture policy or related fields (Masters/PhD is advantage);
  • At least 3 years of relevant experience in veterinary science, animal production or policy development;
  • Working knowledge in English;
  • National of Lao PDR.
