Organizational Setting

The FAO Coordination Office for the West Bank and Gaza Strip (FAO WBGS) Programme has been implementing a Multi-donor Agribusiness Programme (MAP) titled “Reform and Development of Markets, Value Chains and Producers’ Organizations” in the West Bank and Gaza Strip (WBGS) since September 2017. The programme, which is funded by Denmark, the Netherlands, the European Union, Switzerland, and Spain, seeks to enable Palestinian agriculture to generate better income, trade, and welfare following an integrated value-chain development approach towards more market-oriented, competitive, and profitable agribusiness. Within this framework, FAO WBGS seeks the services of a competent consultant to identify, analyse and document good practices and lessons learned from the project’s implementation.

Reporting Lines

The consultant will work under the overall supervision of the Head of Office, technical and functional supervision of the Head of Programme, and the direct supervision of the Project Manager, and in close collaboration with the Reporting and Communications officer and other technical team members

Technical Focus

Timely and quality identification of good practices and lessons learned from the project’s implementation, conducting an analysis of the identified practices, and developing a collection of 12 best practice documents. The good practices are expected to be identified and documented long the agri-food value chain (agri-food production, value addition and processing, marketing, services…etc) and the four priority areas of the MAP.

Tasks and responsibilities

  1. Identification and analysis of good practices and lessons learned;
  1. Review project reports in consultations with the MAP’s project team, Implementing Partners (IPs) and the Ministry of Agriculture (MoA) to identify the 12 most significant good practices and lessons learned from the project’s implementation.
  2. Conduct field visits to be acquainted with the identified practices; conduct interviews with the project’s beneficiaries and collect testimonies and photographs illustrating the impact of the identified practices to substantiate claims.
  3. Review and analyse the identified practices to demonstrate their innovatiive character in terms of design, implementation effectiveness, resource use efficiency and sustainability (e.g., engagement of beneficiaries and local communities, financial viability, stakeholder commitment; environmental impact and gender sensitiveness; etc). Good practices should also demonstrate potential for replication and scalability.
  4. Verify the findings with the MAP project team, IPs, MoA and establish the positioning of the good practices within national plans and policies.

  1. Documentation of Good practices documents;
  1. Work closely with the MAP project team to develop a standard, customized template and format for documenting the good practices and lessons learned.
  2. Produce 12 thematic good practices documents, each not exceeding 3-4 pages, following the customized template and format.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in Social Sciences, Agribusiness, Economics, International relations or other related field;
  • At least 5 years of relevant experience and demonstrated ability to write quality reports;
  • Prior experience in implementation, design, monitoring and evaluation of International development interventions in the West Bank and Gaza Strip would be an advantage
  • Working knowledge of English and Arabic
