Background Information - Job-specific

According to UN OCHA, the humanitarian crisis in Yemen remains the worst in the world. Nearly five years of conflict and severe economic decline are driving the country to the brink of famine and exacerbating needs in all sectors. An estimated 80 per cent of the population – 24 million people – require some form of humanitarian or protection assistance, including 14.3 million who are in acute need. Severity of needs is deepening, with the number of people in acute need a staggering 27 per cent higher than last year. Two-thirds of all districts in the country are already pre-famine, and one-third face a convergence of multiple acute vulnerabilities.[1]

The United Nations Office for Project Services (UNOPS) was requested to operationalise and manage a mechanism to oversee the monitoring and inspection services on behalf of the UN to facilitate the flow of commercial goods to Yemen. The United Nations Verification and Inspection Mechanism for Yemen (UNVIM) is an independent mechanism, executed by UNOPS.

UNVIM has been based in Djibouti, Republic of Djibouti, since January 2016.  As of February 2021, UNVIM has issued clearances to more than 1,630 vessels discharging over 28.1 million metric tonnes of commercial cargo to Yemen’s Red Sea ports of Hodeidah, Saleef and Ras Isa.

Functional Responsibilities

Reporting Strategy

  • Develop an overall reporting strategy for the project.
  • Coordinates inputs to and draft reports related to project activities;
  • Identify gaps and develop appropriate reporting formats to meet all reporting requirements of the Project.
  • Develop and establishes a reporting schedule and ensures the timely submission of reports as identified;
  • Provides quality assurance evaluation, including data verification on all reports and information products produced by the project by improving and consolidating all reports prepared by the project;
  • Deep understanding of reporting documents and ensures the quality of high-value data for accuracy, consistency and comparability;
  • Drafts briefing notes, talking points and other correspondence related to the project;

Stakeholder Management
  • Coordinates the finalisation of donor reporting with the Partnerships Unit in the UNOPS Hub in Amman and the Project Manager;
  • Liaises with the Partnerships Unit in the UNOPS Hub in Amman regarding the dissemination of reports and the accuracy of information included in visibility materials and publications;
  • Acts as a focal point/central instrument for the collection, analysis and dissemination of information relevant to the project;

Knowledge management and innovation

  • Produces and updates information products such as maps, charts and info-graphics by turning data into graphical products to convey messages and a storyline as well as support strategic and operational decision-making;
  • Supervise training events and design/set training agenda to build capacity of stakeholders on forecasting, results management, analysis and reporting.
  • Coordinate the contributions to the development of internal capacity across the organization in terms of forecasting, results monitoring and reporting.
  • Conducts other duties as required by the Project Manager.

Education/Experience/Language requirements

Education:

Master’s degree (or equivalent) in political affairs, international relations, communications, journalism, public relations or related fields.  A first-level university degree in combination with required qualifying and  and additional 2 years of experience may be accepted in lieu of the advanced university degree.


Experience 
  • At least 5 years (or more depending on academic credentials) of progressively responsible experience in political and/or donor reporting, communications, public relations, project development, data Analysis, data visualization and report writing.
  • Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases is desirable.
  • Previous experience in reporting within the UN system or an INGO in an international setting is highly desirable.
  • Experience in the usage of computers and office software packages, including Google.

Languages

  • Fluency in English language is required. 
  • Knowledge of another UN language such as Arabic or French is an advantage.
