Peace and Security Cluster

The UNOPS Peace and Security Cluster (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners.  It is led by the Director, who has overall authority and accountability for the performance PSC on behalf of its clients.  The Director is responsible for administering and providing oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations.

The Mine Action Office in South Sudan is based in Juba and it supports the United Nations Mission in South Sudan (UNMISS) as well as the national demining authorities in coordinating Mine Action activities in South Sudan.

The program has been coordinating and providing quality assurance (QA) of all humanitarian mine action activities throughout South Sudan since 2004. UNMAS South Sudan’s’ current operations focus on hazardous area surveys, landmine and ERW clearance and destruction, route verification and clearance, emergency mitigation measures for improperly stored small arms and ammunition (SAA) (as required), Explosive Ordnance Risk Education for UN personnel, humanitarian partners and vulnerable groups, entry point control using Explosive Detection Dogs (EDD) and data management.

Functional Responsibilities

Purpose of assignment

Under the direct supervision of the National ICT/IM Officer, who reports to the Chief of Operations, and technical guidance of the ICT colleagues in HQ, the ICT/IM Associate is responsible for providing efficient and effective ICT/IM management and support to the UNMAS Programme in South Sudan. In the discharge of her/his duties, the ICT Senior Associate liaises with UNOPS/UNMAS Programme support colleagues in order to ensure best support.

1. ICT/IM client services, management and administration
Ensures efficient and effective ICT/IM client services, management and administration, focusing on achievement of the following results:

  • Administer the Program's information management systems including IMSMA (Information Management System for Mine Action), associated databases and archives.
  • Perform monthly data audits to verify the relevance, integrity and quality of information.
  • Perform qualitative and quantitative data control in coordination with operations.
  • Perform regular system updates.
  • Ensure that information management products are adequately and accurately used by implementing parties.
  • Check the installation of the IMSMA system to ensure that it is operational and that it meets the needs of the program.
  • Control the distribution of data and relevant information management products to partners and establish processes for updating, transmitting and exchanging data.
  • Ensure compliance with operational procedures and standards for information management.
  • Prepare lists, reports and spreadsheets and dashboards presenting information relating to explosive risks and the operations carried out.
  • Report any anomaly observed that could affect the functionality and accuracy of the information management system.              

2. IT and Communication Support
Ensures efficient network administration, focusing on achievement of the following results:

  • Administer, install and upgrade UNMAS LAN infrastructure, design, and configuration.
  • Provision and administration of office automation services, mailing services, intern proxy services, anti-virus protection services, filling system services, database server ices and any other services as needed.
  • Ensure regular backups of the server’s data on a strict schedule as well as provision of data archives to requesting staff members.
  • Administer updating, and maintaining the UNMAS intranet and Internet.
  • Support the emailing system of UNMAS through communication with the hosting company.
  • Provision and maintenance of power protection schemes and equipment for the concerned IT communication and related equipment as well as maintenance procedures.
  • Understanding and ability to apply modern IT technologies in support to IMSMA database analysis and reporting improvement.
  • Leverage Geographic Information Systems (GIS) for map production and geographic data management while promoting data standards and harmonized management of geographic data/information.

3. Team Management

  • Facilitate the engagement and provision of high quality results and services of the team supervised through effective work planning, performance management, coaching, and promotion of learning and development.
  • Provide oversight, ensuring compliance by team members with existing policies and best practices.

4. Knowledge building and Knowledge sharing

  • Support colleagues from the ICT/IM section to build and maintain required level of understanding, knowledge and working practice within the IMSMA background.
  • Maintain quality assurance of data on identified areas, treated, victims and activities related to capacity development.
  • Provide support in training and advice, technical assistance to IMSMA users and program partners.
  • Support the development of IMSMA training tools, lead training courses delivered by stakeholders and partners.
  • Provide technical support for newcomers (notebooks and desktops preparation – hardware and software).
  • Identify the needs or gaps where additional training should be performed to improve the IMSMA understanding, data accuracy and timely reporting.

The effective and successful achievement of key results by the ICT/IM Senior Associate directly affects the overall efficiency and effectiveness of the relevant business unit/project, in ICT management, impacting the timely and effective implementation of the respective services and deliverables.  This ensures client satisfaction and promotes the image and credibility of UNOPS as an effective service provider in project services and management. This enhances UNOPS’ competitive position as a partner of choice in sustainable development and project services in the country/region served.

Education/Experience/Language requirements

Education:
  • A First level University degree (Bachelor’s Degree) in information management system, Information Technologies, geomatics or other related fields with 3 years of relevant experience OR
  • Secondary education (A High School or equivalent) with 7 years of relevant experience is required.
Experience:

  • Relevant experience is defined as experience in the field of information technology, Information Management or telecommunications and systems.
  • A minimum of 2 years of experience in the usage of MS Office, MS Access, Database management, ArcGIS software is required.
  • Experience in SQL language and/or Adobe CS is  desired.
Language Requirements:
  • Fluency in English (speaking, reading & writing) is required.
  • Knowledge of another official UNOPS language is an asset
