CHAI, in partnership with its India affiliate the William J Clinton Foundation (WJCF), has been working in India since 2004 in partnership with and under the guidance of the Ministry of Health and Family Welfare (MoHFW) both at the central and state levels on an array of high priority initiatives aimed at improving health outcomes. Currently, WJCF/CHAI work across projects to expand access to quality care and treatment for HIV/AIDS, Hepatitis-C, tuberculosis, cancer, health financing and immunization. Additionally, WJCF/CHAI are supporting the government of Madhya Pradesh (MP) on large-scale programs to arrest childhood and maternal mortality due to malnutrition, anemia, diarrhea and pneumonia, and helping increase access to quality Family Planning services.

 

Project Background

 

India accounts for more than a quarter of the global TB burden with estimated 2.8 million cases annually. Whilst the National Tuberculosis Elimination Programme (NTEP) has been effective in expanding care through the public sector, a majority of patients access care in the private sector where significant gaps across the care cascade, diagnostic delays, irrational and non-standardized regimens and catastrophic health expenditure continue to hamper progress. The country has therefore committed itself to an ambitious and far reaching agenda of eliminating tuberculosis by 2025.

 

CHAI has been supporting this ambitious agenda by providing catalytic support through technical assistance, increasing awareness, expanding availability of new tools viz diagnostics and drugs, and, research/project implementation.

 

CHAI is seeking a highly motivated individual with outstanding credentials and demonstrated problem-solving abilities for the role of Manger TB. They will manage key verticals within the TB programs portfolio and collaborate closely with a multitude of internal and external stakeholders in driving impactful programs that expand access for the patient. The Manager will directly support design and implementation of innovative pilots to expand access to diagnostics and treatment. The pilots would range from Latent TB Infection (LTBI), Drug-sensitive TB to Drug-resistant TB (DR-TB). This will include expanding access to newer diagnostics/drugs through excellence in service delivery, improvement in programmatic management, and development of guidelines and operational plans. They must be able to function independently and flexibly and have a strong commitment to excellence.

 

The Manager will report into a Senior Manager within the TB portfolio at Delhi. A team of Associates and Analysts will directly report to the Manager.

 

Responsibilities
  • Provide strategic leadership, administrative and managerial oversight and monitoring of key verticals of the TB programs portfolio.
  • Collaborate with a range of internal and external stakeholders to design innovative interventions to improve access to care.
  • Manage effective project implementation, technical research as well as contextualised approaches to achieve project outcomes.
  • Develop strategic and policy briefs to guide programs in newer areas and deepen engagement at the national and state level in areas of management of drug resistant TB, latent TB and TB prophylaxis approaches among co-morbidities such as HIV and diabetes.
  • Oversee development and execution of workplans, progress reports, management of budgets and finances in accordance with financial covenants and procedures.
  • Support external stakeholder management and engagement with donors, GoI officials and partners, acting as a thought partner.
  • Provide thought leadership and technical support in assessment of programmatic service gaps and develop approaches including proposal development for resource mobilisation.
  • Lead recruitment of talent in consonance with project needs and provide guidance/mentoring to project staff
  • Other responsibilities as needed.
Qualifications
  • Master's degree or higher qualification in a related field such as public health, public policy, management or development
  • At least 10 years of professional experience in demanding, results-oriented environments in the public sector and/or private
  • Knowledge of healthcare delivery system in private and/or public; experience in tuberculosis management at the state and national level would be a plus
  • Demonstrated ability in drive change in large program settings, and experience in concept note/proposal development
  • Relevant experience in project design, management and implementation including Monitoring and Evaluation
  • Strong written and oral communication skills including development of analyses/presentations for varied project audience/stakeholders
