Purpose of consultancy

The purpose of the consultancy is to support the establishment of partnerships for the Global Eliminate yellow fever epidemics (EYE) Secretariat by developing a long-term partnerships and funding strategy to ensure the financial and non-financial resources required to attain EYE strategic objectives and milestones between 2021 and 2026 are acquired.

Background

Gavi, UNICEF, WHO and partners developed the Global Eliminate Yellow Fever Epidemics (EYE) strategy during the second half of 2016 to respond to the increasing risk of large urban yellow fever outbreaks. To ensure and guide successful implementation, 3 strategic objectives were defined together with milestones to be attained throughout a 10-year timeline (2017-2026). To ensure sustainable progress of the strategy and implementation at regional and country level, it is important that a long-term partnerships and funding strategy is developed, new partners financial and non-technical partners are identified, and funding is guaranteed for critical and underfunded thematic areas.

Deliverables

Under the supervision of the responsible technical officer, the consultant will:

Phase 1 (3 months)

I. EYE partnerships and funding strategy development (2021-2026)

a. Develop a partnership and funding strategy and associated work plan to ensure resources for under-resourced activities. This strategy should include an analysis of funding needs, opportunities, and a mapping of those needs with partner interests.

b. Ensure partnerships and funding performance indicators are defined, incorporated into the EYE Secretariat’s work plan and to be measured periodically.

c. Include specific strategies for EYE implementation in Africa and in the Americas.

II. Outreach tool development

a. Develop grant, partnership, and resource management tools, such as donor alerts, upcoming/due donor reports tracker, call for proposals’ tracker, country/emergency specific information/analysis, etc.

III. Liaison with several interagency resource management focal persons across the EYE partnership for joint initiatives at the global, regional and country levels

IV. Financial and non-technical partner mapping and profiles for Africa by country (high and moderate risk) and by strategic objective

a. Identify and map potential financial and non-technical partners (e.g., bi/multi-lateral agencies, development banks, funds, foundations, private sector).

b. Develop potential partners' profiles (geographic and thematic priorities/areas of interest, eligibility criteria, funding mechanisms, etc.).

c. Conduct analysis on potential partners' interests and identify matchmaking with EYE priority areas.

d. Research and update profiles of partners, including technical, political and policy information required to support the strategic engagement of partners at the country and regional level.

e. Develop a focal person contact list for relevant financial and non-technical partners for high and moderate risk countries in Africa (at country, regional and global levels).

Phase 2 (possible new contract of 3 months) to be confirmed

I. Funding outreach activities

a. Identify funding opportunities (e.g., calls for proposals) and provide support for application (e.g., support to the development of application.

b. Provide support in outreach activities (identification of contact points, preparation and set up of meetings, conference calls) to build relationships with potential funding partners.

c. Contribute to the preparation of various supporting material for outreach activities (briefings/background papers, concept notes, PowerPoint presentations, etc.).

II. Develop proposals on BMGF next iteration, EYE implementation in Africa and in the Americas, secondments, UNVs, Fellows

III. Refinement of the EYE partnerships and funding strategy based on lessons learnt and additional requirements.

IV. Financial and non-technical partner mapping and profiles for the Americas by country (high and moderate risk) and by strategic objective.

a. Identify and map potential financial and non-technical partners (e.g., bi/multi-lateral agencies, development banks, funds, foundations, private sector).

b. Develop potential partners' profiles (geographic and thematic priorities/areas of interest, eligibility criteria, funding mechanisms, etc.).

c. Conduct analysis on potential partners' interests and identify matchmaking with EYE priority areas.

d. Identify and share financial and non-technical partner intelligence by researching and updating their profiles, including technical, political and policy information required to support the strategic engagement of partners at the country and regional level.

e. Develop a focal person contact list for relevant financial and non-technical partners for high and moderate risk countries in Africa (at country, regional and global levels).

V. Gathering and dissemination of lessons learnt on effective resource mobilization experiences with EYE partners for future best practices.

Qualifications, experience, skills and languages

Educational Qualifications:           

Essential:

Advanced University degree in international or public relations, business administration, communications, social sciences, law, or another related field. First-level University degree with additional two (2) years of relevant experience can be accepted in lieu of an Advanced University degree.

Experience:

Essential:

At least five years working experience in partnerships and resource mobilization for public health projects, out of which 2 years at international level.

Desirable:

  • Working experience with key bilateral financial partners at the regional and global levels.
  • Experience in grant management and administration processes
  • Working experience with funding systems, donor organizations and decision-makers at regional or global levels.
  • Experience within the UN system.

Skills and knowledge:

  • Excellent written and oral communication skills with the ability to convey complex proposal development, donor reporting/relations with clear recommendations
  • Ability to produce quality reports.
  • Solid knowledge of advocacy, communications, partnerships, and resource mobilization.
  • Familiarity with the humanitarian or development sector
  • Familiarity with fundraising markets for projects in Africa or the Americas.
  • Sound knowledge of Viral Haemorrhagic Fevers and/or arboviral diseases

Language requirements:

Essential:

Excellent knowledge of English and working knowledge of French.

Desirable:

Intermediate knowledge of Spanish

Remuneration and budget (travel costs excluded)

Remuneration: Specialist level - Remuneration USD 7,000 per month
