Purpose of this consultancy:

The purpose of the consultancy is to develop comprehensive technical guidelines for preparedness, readiness, and response planning for yellow fever outbreaks in urban settings. The consultant’s activities will directly contribute to EYE strategic objectives 2 and 3.

This work will be guided by the EYE Secretariat and the consultant expected to gather information from WHO technical teams and EYE partners at global, regional and country levels with a focus on Africa and the Americas.

Background:

To respond to the increased risk of large urban yellow fever outbreaks with international spread that could threaten global health security, the comprehensive, multicomponent Global Eliminate Yellow Fever Epidemics (EYE) strategy was developed by Gavi, UNICEF, WHO and partners. This strategy aims to target the most vulnerable countries and regions, while addressing global risk by building resilience in urban centres and readiness in areas with potential for outbreak. To ensure and guide successful implementation, 3 strategic objectives were defined together with milestones to be attained throughout a 10-year timeline (2017-2026).

Deliverables:

Under the supervision of the responsible technical officer, the consultant will:

Phase 1 (3 months)

I. Requirements gathering at country, regional and global levels.

a. Consult with the EYE Secretariat, the WHO HQ yellow fever team and global-level EYE partners to gather strategic requirements.

b. Consult EYE partners at regional level to gather tactical requirements.

c. Consult with EYE partners at country level and relevant government authorities in urban settings to gather operational requirements.

II. Identify and review of existing documentation.

a. Identify, and review existing and relevant documentation on preparedness, readiness, and response planning.

b. Review existing yellow fever documentation, including preliminary documents on yellow fever in urban settings.

c. Develop a list of relevant documents and their sources.

III. Landscape analysis on the following thematic areas with respect to urban settings

a. Yellow fever outbreaks (detection, confirmation, characterisation, and response) including a literature review with epidemiological analysis

b. Preparedness planning

c. Readiness planning

d. Response planning

e. Vector surveillance and control

f. Urban resilience

g. Existing emergency and disaster management plans relevant to urban settings.

IV. Translation of requirements and information gathered into a plan of action for the project.

a. Translate the knowledge gathered from requirements into a high-level plan/document outline.

b. Identify knowledge gaps.

c. Identify stakeholders to be contacted for complementary information.

V. Facilitate the consultation with technical experts at country, regional and global levels and complement plan.

a. Based on the initial plan, consult further with relevant technical departments, units, and stakeholders at all levels to gather further requirements and address any information gaps.

VI. Development of iteration 1 (advanced draft) of the technical guidelines for preparedness, readiness, and response planning for yellow fever outbreaks in urban settings

VII. Organize a consultative session to review and validate iteration 1 (advanced draft) of the plan.

Phase 2 (possible new contract of 3 months – to be confirmed) ​​​​​​

I. Present iteration 1 (advanced draft) to relevant government authorities and country-level EYE partners to gather further requirements.

II. Refinement of the plan and development of iteration 2 (final draft) based on country requirements and additional guidance from technical experts at country-level

III. Run virtual simulation exercise on the plan for end-to-end testing of the plan.

IV. Organize a workshop/meeting for final validation of the plan.

V. Present final plan to global EYE partners via a webinar and submit the final report of activities.

Qualifications, experience, skills and languages

Educational Qualifications:

Essential: Advanced university level degree (Masters level or above) in public health or similar field.

Experience:

Essential:

At least 7 years of working experience combined at the national and international levels , in the areas of health emergency preparedness, readiness and response planning, health response support, public health needs assessments, risk analysis or early recovery. Field experience in Africa or South America.

Desirable:

Experience with WHO, UN agencies or a health cluster member organization including prior experience in areas related to health systems development, health services delivery, human resources for health, and developing guidelines for planning.

Skills and knowledge:

Essential:

  • Proven ability in developing technical guidelines and guidance documents.

  • Excellent communication and presentation skills.

  • Ability to work together as a team with a variety of stakeholders and meet deadlines.

  • Demonstrated ability in developing and implementing preparedness, readiness, and response plans for outbreaks in urban settings.

Desirable:

  • Demonstrated knowledge in developing and implementing public health policies and strategies in the context of emergencies.

  • Expertise in vector surveillance and control as well as yellow fever programmes and outbreak responses.

  • Sound knowledge of Viral Haemorrhagic Fevers and/or arboviral diseases

Language requirements:

Essential:

Excellent knowledge of English and working knowledge of French

Desirable:

Intermediate knowledge of Spanish
