Background Information - Myanmar

UNOPS Myanmar is one of UNOPS’ leading offices in Asia, acting as fund manager for three of the largest development programmes in the country, namely the Access to Health Fund, the Livelihood and Food Security Fund (LIFT) and the Joint Peace Fund (JPF). In addition, UNOPS is Principal Recipient for the Global Fund in Myanmar and for the Global Fund’s regional artemisinin-resistance initiative towards elimination of Malaria, which works to accelerate progress towards malaria elimination in the greater Mekong sub-region, as well as the Nexus Mechanism and other projects and programmes.

UNOPS Myanmar wants to improve our inclusion of LGBTQIA persons, and better mainstream LGBTQIA issues, such as health care, within our projects and programmes and our office environment. 

Under the direct supervision of the UNOPS Myanmar Gender Specialist, Gender Equality Specialist - LGBTQI+ may be requested to support specific work packages/individual assignments, detailed through individual task notes, covering but not limited to negotiate, design, advise, start up or turn-around programmes and funds.  Support needed will mostly be for programmes in Myanmar and Asia but may also include assignments from other UNOPS regions.  Such assignments may be home-based or require travel to specific programme areas.

Functional Responsibilities

Under the direct supervision of the UNOPS Myanmar Gender Specialist, Gender Equality Specialist - LGBTQI+ will be responsible to support UNOPS programmes and office on a needs basis, and as defined in the task notes. The Gender Equality Specialist - LGBTQI+ will support in relation to diversity and inclusion improvement in the projects and programmes as well as in the workplace. 

Gender Equality Specialist - LGBTQI+  may carry out any of the following tasks, in accordance with UNOPS policies, procedures and practices, and based on needs expressed through task notes:

 Support strategy development and implementation


  • Conduct a “Barrier Analysis” to understand key issues facing LGBTQIA community, including recommendations for the projects and programmes administered by UNOPS Myanmar

  • Conduct inclusion and diversity review for programmes/funds which will include expert advice in mainstreaming diversity and inclusion, in particular LGBTQIA, in the programme management.

  • Develop an action plan for diversity and inclusion strategy for the programs/funds in consultation with the focal persons from funds/programmes

  • Contribute relevant gender diversity and inclusion content and  best practices in project management are embedded in programme initiatives

  • Conduct inclusion and diversity review/analysis for the office/workplace and support developing action plan for better inclusion of LGBTQIA persons


Knowledge Building and Management

  • Conduct the inclusion and diversity integration trainings for LGBTQIA persons for the gender group and interested UNOPS Myanmar staff personnel or selected partner organizations 

  • Design awareness raising tools or materials for UNOPS Myanmar staff personnel and staff from partner organisations in LGBTQIA inclusion.


Support the networks, partnerships and stakeholder relations

  • Provide coordination support and technical guidance to social inclusion initiatives activities, including for LGBTQIA persons 

  • Provide broader support on diversity and inclusion initiatives, such as inclusion of persons with disabilities, ethnic minorities, youth

  • Coordinate with relevant stakeholders on the development of tools and communications materials on inclusion and diversity

  • Provide support to partnerships development activities on inclusion and diversity mainstreaming


The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Education/Experience/Language requirements

Education

  • Masters’ Degree preferably in Project Management/ Development Studies / Gender Studies / International Relations/ Gender Inclusion and Diversity / Political Science or other relevant discipline is required.

  • Bachelor’s degree in the above subjects with a combination of two additional years of relevant professional experience may be accepted in lieu of the advanced university degree.

  • PM Certification such as PRINCE2® or MSP® or PMP® is an asset.


Experience


  • A minimum 5 years’ of experience in LGBTQIA inclusion and  gender equality mainstreaming in the projects and programmes, preferably in the Myanmar context. 

  • Knowledge of national legal rights and international bills with regards to LGBTQIA would be an asset

  • Good knowledge and experience in Myanmar Context is an asset. 

Language

  • Fluency in both written and spoken English is required.

Contract type: ICA (Retainer)

Contract duration: One year (Maximum not more than 100 working days)
