OBJECTIVES OF THE PROGRAMME

The Global TB Programme aims to advance universal access to TB prevention, care and control, guide the global response to threats, and promote innovation. Specifically, it provides global leadership on TB prevention, care and control through the WHO End TB Strategy, develop evidence-based policies, strategies and standards for TB prevention, care and control, and monitor their implementation, jointly with 6 WHO regional offices and country offices, provide technical support to Member States, catalyse change, and build sustainable capacity, monitor the global TB situation, and measure progress in TB care, control, and financing, shape the TB research agenda and stimulate the generation, translation and dissemination of valuable knowledge and facilitate and engage in partnerships for TB action.

DESCRIPTION OF DUTIES

Generic duties: Provides technical leadership and managerial support within the Department, in the area of people centred TB care and community engagement, ensuring that activities in this area are carried out efficiently and effectively. Develops, proposes and supports the adoption of technical health policies and strategies for implementation through collaboration with Regional and Country Offices and provides advice in developing further the people centred TB care and community engagement for strengthening and improving technical capacity of target clienteles.Manages the programme area in delivering its objectives through efficiently managing a small team of technical staff, financial resources and effective work planning to optimise the programme's deliverables in line with the mandate of the Organization. Leads andguides research on best practices in implementing programmes and activities, and dissemination of information for capacity building in the respective area of work.Manages the monitoring and evaluation and reporting of the subject area of work of key performance indicators and reporting requirements and mechanisms to optimise performance of programme deliverables.Serves as the technical reference among the peer community, UN agencies and other stakeholders in the respective area of expertise. Liaises with and utilises partnershipswith other UN agencies, donors, or research institutionson people centred TB care and community engagement to position the technical area of work and implementation into global and/or national policies.Represent the programme area of work at various meetings to advocate for people centred TB care and community engagement.Perform all other related duties as assigned.Specific duties:To lead work on policy and guidance on adaptation, implementation and monitoring of the end TB Strategy with particular attention to people centred care, multisectoral engagement and universal health coverage.To lead the development of tools and products for capacity building to catalyse adaptive implementation of strategies to end TB, andto lead work on engagement of communities and civil society in the implementation of the End TB Strategy.To coordinate the provision of specialized technical support to WHO regional and country offices in the area of people centred care, strategic planning and community engagement.To contribute to monitoring implementation of relevant aspects of the End TB Strategy through related contributions to the annual WHO Global TB Report.

REQUIRED QUALIFICATIONS

Education

Essential: A medicaldegree and an advanced university degree in public health.
Desirable: A post-graduate specialization in TB control.

Experience

Essential: A minimum of 10 years of professional experience in the management of communicable disease control programmes or projects, preferably including TB control, operating in accordance with the principles recommended by WHO, including experience in the area of health policies and strategies. Experience in initiating and managing activities in partnership with regional and country offices, across departments in WHO, and with partners in TB control. Experience working with communities and community based organisations in the planning and delivery of health services. Demonstrated experience in an international context
Desirable: Experience working in resource mobilization.

Skills

Concrete skills in the planning and coordination of multidisciplinary public health programmes, which may include the implementation of a public health/disease control programmes. Strong skills in the area of developing and establishing polices and strategies. Excellent skills and ability in managing diverse teams and financial resources. Good skills in mobilizing resources. Ability to engage and communicate effectively and diplomatically with external partners including Ministries of Health, Donor institutions, Civil Society, and other stakeholders. Commitment to collaborate effectively with other key partners in the Health Subject area. The work involves extensive leadership skills to work with the Department focal points for the different regions. Public health technical expertise is required for the development of evidence-based policies and strategies with specific emphasis on the development of childhood TB policies. Skills in coordination to ensure all partners are properly engaged are key, and in addition, a broad knowledge of public health and management issues are important, with excellent communication skills in a multi-cultural environment to work with and motivate Regional and Country Office TB Programme Managers to adopt new/revised policies, strategies for the care and control of TB.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 89,837 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 6663 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
