Overview of position
In order to support its response to the COVID-19 situation and its capacity to implement health related projects/programs in Myanmar, Our client is seeking qualified candidates for the position of Laboratory Technicians and Biomedical Engineers to be part of its roster of retainers. 

 
Role objectives
Lab Technicians:

The Lab Technician will be responsible for all the tasks associated with the need assessment, evaluation, installations, training, commissioning and testing of Covid-19 laboratory equipment, -instrumentation, -furniture and consumables on health related projects/programs.

The specific tasks will include but are not limited too:
 
  • Review and consolidate the laboratory equipment and consumable planning lists. Review their operational performances, and make recommendations
  • Support in the preparation and revision of the technical specifications and bill of quantities are to be incorporated into the tender documents of the laboratory equipment to be procured under the project
  • Support in the preparation of the technical requirements for the installation of the equipment.
  • Support in the planning of the logistic of delivery (including ensuring cold-chain of reagents and viral transport media (VTM), and installation of equipment and infrastructure
  • Verifications of imported laboratory equipment for specification compliance prior to installations.
  • Support in the supervision of installation of the laboratory equipment and upgrading ensuring the works are carried out as per the design specifications and contracts administrations of installation works
  • Checking and certifying of contractor’s progress payment claims in respect of laboratory equipment and consumables
  • Support in the supervision of testing and commissioning of lab equipment/systems on completion of installations, and the preparation of the commissioning and client’s hand-over reports.
  • Prepare work progress reports and contract close-out reports.
  • Support in the supervision of training of the lab staff on operation and maintenance tasks, and records keeping
  • Review the medical assets/systems operational performances produce reports and follow up on any warranty maintenance as required.
  • Prepare operational and maintenance plans for all laboratory equipment/systems installed under the project, and issue to the client on project completion.
  • Complete operational and maintenance plans for all laboratory equipment when required.
  • Any other business as directed by the Programme Manager.
  • Travel to project sites if required.

Biomedical Engineer:

The Biomedical Engineer will be responsible for all the tasks associated with the need assessment, evaluation, installations, training, commissioning and testing of the medical equipment, furniture and appliances on health related projects/programs.

The specific tasks will include but are not limited too:
 
  • Review and consolidate the equipment lists by type of service. Review their operational performances, and make recommendations
  • Support in the preparation and revision of the technical specifications and bill of quantities are to be incorporated into the tender documents of the medical equipment to be procured under the project
  • Support in the preparation of the technical requirements for the installation of the equipment.
  • Support in the planning of the logistic of delivery and installation
  • Take part in the bid evaluation process in the supplier selections for the medical equipment supply and installation services
  • Verifications of imported medical equipment for specification compliance prior to installations.
  • Support in the supervision of installation of the medical equipment/systems ensuring the works are carried out as per the design specifications and contracts administrations of installation works
  • Checking and certifying of contractor’s progress payment claims in respect of medical equipment items
  • Support in the supervision of testing and commissioning of medical equipment/systems on completion of installations, and the preparation of the commissioning and client’s hand-over reports.
  • Prepare work progress reports and contract close-out reports.

  • Prepare an accurate inventory list of all medical equipment when required.
  • Complete operational and maintenance plans for all medical equipment when required.
  • Any other business as directed by the Programme Manager.
  • Promote and follow-up medical equipment related projects in the Country.
  • Travel to project sites if required.

 
Project reporting
Both positions will be reporting to the Project Manager.
Key competencies Lab Technician:

**Qualifications and Experience

a. Education (Level and area of required and/or preferred education)

- University degree (B.P.SC or B.Med.Tech) or Diploma in Paramedical Sciences / Medical Technology, Minimum Grade II medical laboratory Technician.
- 5 years relevant work experience may be considered in lieu of formal qualifications.

b. Work Experience

- At least 2 years of progressively responsible experience in management experience in laboratory management, purchase and/or installation and maintenance.
- Working experience in Myanmar is required, international experience an asset.

c. Language
- Spoken/Written Burmese and English is required.
- Knowledge of other Myanmar languages is an asset.

d. Other
- Ability to travel within Myanmar may be required.
- Ability to work in remote regions of Myanmar may be required.
- Good literacy with Google (“g-suite”) products. Experience with SharePoint, Outlook, and Microsoft Office suite are desirable. Strong Excel skills are an asset.

**Competencies
- Well conversant with latest modern laboratory equipments and procedures, specifically in diagnosis of SARS-CoV2;
- Working knowledge of ISO ISO/IEC 17025, ILAC standards (International Laboratory Accreditation Cooperation) and/or national accreditation schemes, and ISO 15189 Medical laboratories — Requirements for quality and competence
- Personal interest, commitment, flexibility and willingness to work in highly motivated team of professionals;
- Highly motivated with a positive attitude and problem-solving approach;
- Ability to identify, mitigate and manage risks that inhibit project success;


Biomedical Engineer:

**Qualifications and Experience

a. Education (Level and area of required and/or preferred education)

- A first-level university degree in Biomedical Engineering or related field is required;
- A Master's Degree or equivalent in Biomedical Engineering related field or specialization is an asset.
- 5 years relevant work experience may be considered in lieu of formal qualifications.

b. Work Experience

- At least 2 years of progressively responsible experience in management experience in medical equipment management, purchase and/or installation and maintenance.
- Working experience in Myanmar is required, international experience an asset.

c. Language
