Background

Organizational Context 

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. 

UN Security Council Resolution 1325 (UNSCR1325, 2000) is the landmark resolution on women, peace and security (WPS) that links gender equality to the maintenance of international peace and security. WPS agenda is a significant international normative and policy framework, because it addresses the gender-specific impacts of conflict, political crisis, displacement, disaster, violent extremism, and mass atrocities on women and girls. Two decades and nine resolution after, WPS agenda continues to expand its footprint in global policy making. 

Indonesia is one of the lead ASEAN Member States to advance WPS agenda in the ASEAN region, particularly around issues of conflict prevention, peace mediation and negotiation including counter terrorism (CT) and prevention of violent extremism (PVE), women in peace keeping operation among others. Under the UN Women Indonesia SN-AWP 2021-2025, governance and WPS is one of the programme priorities funded by various donors. It is also fully aligned with Indonesia UNSCDF 2021-2025 and contribute directly to the ‘Peace Hub’ joint programming initiative of UNODC, UNDP and UN Women under the leadership of the UNRC office. With the upcoming regional programme, “Empowering women for sustainable peace: preventing violence and promoting social cohesion in ASEAN” (Advancing WPS in ASEAN), funded by Canada, Indonesia is also included in the country level implementation and it is anticipated to expand further in the next five years. 

Under the overall supervision of the Gender and Governance Specialist/technical focal point on ASEAN, the Programme Analyst will be reporting directly to the Project Coordination Specialist in close collaboration with the Head of Programme. He/she will be responsible for managing and implementing the country level implementation in Indonesia, including the monitoring and evaluation (M&E), reporting, finances and personnel of the governance and WPS portfolio particularly the regional programme, Advancing WPS in ASEAN. In close collaboration with Programme Coordination Specialist as well as Indonesia CO team, the Programme Analyst is also responsible for the coordination of the relationships with internal and external stakeholders, including with key partners, donors and UN Women office in Indonesia.

Duties and Responsibilities

 

Functions 

 

1. Contribute technically to the development of country programme strategies in the area of Governance and WPS 

  • Provide substantive inputs to the design and formulation of programme/ project proposals and initiatives, including contribution to Performance Monitoring Framework of the project at the country level;
  • Identify areas for support and intervention related to the programme, including key relevant responsible parties and modalities for implementation.
  • Lead and facilitate the consultation process with key relevant partners and stakeholders to inform programme design and strategies in the country context 
  • Coordinate with strategic partners including UN agencies, government institutions, civil society and stakeholders at the national and local levels. 

 

 

2. Provide substantive technical support to the implementation and management of the Governance and WPS programme at the country level

  • Develop the detailed annual workplan and budget; 
  • Lead the implementation of programme activities;
  • Lead the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
  • Review, coordinate and monitor the submission of implementing partner financial and narrative reports;
  • Train partners on Results Based Management and monitor implementation.

 

3. Provide technical assistance and capacity development to project/programme partners

  • Coordinate and provide technical support in the implementation of programme activities; Develop technical knowledge products
  • Maintain relationships with national partners to support implementation and expansion of the Women, Peace and Security programme;
  • Identify opportunities for capacity building of partners and facilitate technical/ programming support and trainings to partners, as needed.

 

4. Provide technical inputs to the monitoring and reporting of the programme/ project

  • Monitor progress of implementation of activities and finances using results-based management tools;
  • Draft reports on monitoring missions, programme results s, outputs and outcomes; 
  • Provide substantive inputs to the preparation of donor and UN Women reports.

 

5. Provide substantive technical inputs to the management of people and finances of the WPS programme

  • Monitor budget implementation and make budget re-alignments/ revisions, as necessary;
  • Provide substantive inputs to financial reports;

 

6. Provide substantive inputs to building partnerships and resource mobilization strategies

  • Provide substantive inputs to resource mobilization strategies; analyze and maintain information and databases; 
  • Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles;
  • Participate in donor meetings and public information events, as delegated.

 

7. Provide technical support to inter-agency coordination on Women, Peace and Security to achieve coherence and alignment of UN Women programmes with other partners in the country

  • Provide substantive technical support to the Country Representative and Programme Management Specialist (Head of Country Programme) on inter-agency coordination related activities by drafting background reports and briefs.
  • Any relevant tasks required under inter-agency coordination

 

8. Provide substantive inputs to advocacy, knowledge building and communication efforts

  • Develop background documents, briefs and presentations related to Women, Peace and Security; 
  • Coordinate and organize advocacy campaigns, events, trainings, workshops and knowledge products.
  • Coordinate the development of knowledge management methodologies, and products on Women, Peace and Security
  • Any relevant tasks required under this area of work

Required Skills and Experience

 

Education and certification:

  • Master’s/Bachelor’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required
  • A project/programme management certification would be an added advantage

 

Experience:

  • Master degree with at least 3 years  and Bachelor with 7 years experiences progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building;
  • Professional experience in gender equality and empowerment of women and human rights in the context of Indonesia 
  • Experience in Governance and WPS in the context of Indonesia is an asset;
  • Experience coordinating and building partnership with government agencies and/or donors 
  • Experiences in networking, advocacy and partnership building skills with different stakeholder groups particularly government and key stakeholders 
  • Experience in the UN system and/or UN Women would be an advantage.

 

Language Requirements:  

  • Fluency in English and Bahasa Indonesia is required
  • Knowledge of the other UN official working language is an asset.
