Organizational Setting

The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for over 180 States in accordance with their safeguards agreements. The main objective of the Department is to maintain and further develop an effective and efficient verification system in order to draw independent, impartial and timely safeguards conclusions, thus providing credible assurances to the international community that States are in compliance with their safeguards obligations. Safeguards activities are undertaken within a dynamic and technically complex environment including advanced nuclear fuel cycle facilities and complemented by the political and cultural diversity of the countries.

The Department of Safeguards consists of six Divisions\: three Operations Divisions for the implementation of verification activities around the world; three Technical Divisions (Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services); and three Offices (the Office for Verification in Iran, the Office of Safeguards Analytical Services and the Office of Information and Communication Services). 

The Division of Concepts and Planning (SGCP) is responsible for the development and promotion of safeguards concepts and policy; the coordination of research and development activities and Member State Support Programmes; strategic planning; the implementation of the quality management system of the Department; and the provision and development of training.

 

Main Purpose

 

Reporting to the Director, the Coordination Officer (SGCP) is responsible for planning, evaluation and oversight activities at the Divisional level. In order to meet the responsibilities of the Division, the incumbent is responsible to ensure effective communication within the Division and with other Divisions/Offices in the Department on several issues including departmental procedures, strategic planning and development of guidance and procedures. The Coordination Officer (SGCP) is also responsible for management and oversight of a range of coordination activities and communication for the Division as a whole, between Sections of the Division, and between SGCP and other Divisions in the Department, as well as other related coordination and oversight functions as requested by the Division Director.

 

Role

 

The Coordination Officer (SGCP) is\: (1) an expert analyst preparing, evaluating and analyzing procedures and concepts as well as other key SGCP documentation in order to ensure that they are clear, comprehensive, technically sound and consistent; (2) a coordinator acting as the Divisional focal point for coordination of planning, evaluation and oversight activities, as well as for the organization of and monitoring progress on strategic initiatives and improvement projects in close collaboration with action owners, project leaders and key stakeholders; (3) a facilitator providing timely, accurate and efficient coordination between the activities of SGCP and those of other Divisions; and (4) a liaison working with key stakeholders to promote Divisional objectives and to provide guidance, training, and direction on good practices in areas under their responsibility.

 

Functions / Key Results Expected

 

  • Support the Division Director in planning, organizing, coordinating and supervising the work and deliverables of the Division by\:
  • Planning, analyzing, evaluating and managing reporting on the Divisions programme and budget activities; maintaining oversight of all the Divisions financial planning, budgetary spending and reporting;
  • Planning and monitoring Programme delivery and resource utilization;
  • Developing, implementing and assessing performance monitoring targets and processes within the Division, reviewing results and coordinating evaluation and reporting, as well as seeking innovative methodologies to streamline and harmonize internal planning and execution processes;
  • Representing SGCP on various Departmental and/or Agency committees, coordinating the Divisions input and communicating committee information/actions to the relevant officers in the Division; and
  • Coordinating and overseeing other Divisional functions as requested by the Division Director.
  • On behalf of the Division Director in their role as executive sponsor for strategic objectives within the Departmental Strategic Plan, act as a focal point for the coordination of the activities and project plans for accomplishing those objectives within the Division; Take responsibility for implementing certain strategic projects identified in the Departmental Strategic Plan including teams with representation from SGCP and other Divisions in the Department.
  • Working closely with the Information Officer (SG) in the Section for Programme Coordination, Office of the Deputy Director General, develop and implement a clear communication strategy to capture and report on the Divisions activities, the alignment of SGCP priorities with Departmental needs, as well as SGCPs role within the Department and its potential further development.
  • Act as the Divisional Quality Manager ensuring that uniform quality management standards are maintained across the Division.
  • Provide expert advice and guidance to colleagues in the Division regarding improvement of the effectiveness, efficiency and consistency of safeguards implementation.

Qualifications, Experience and Language skills

 

Master's Degree - Advanced University degree in nuclear or other engineering field, science, mathematics, international relations, business, management or other related field.

Other - Prince2 or similar certification in project management methodology is an asset.

Minimum of ten years of working experience in the nuclear or other related field.
Demonstrated experience in establishing and managing teams.
Proficiency in spoken and written English is required. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian or Spanish) is an asset.
Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

 

Remuneration

 

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $89837 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 46536, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
