Project Overview:

ICMPDisinvitingallinterestedcandidatestoapplyfortheProgrammeAssistantpositionfortheLibya’s Migration Technical Assistance Facility (LIBMITAF) project. The overall objective of this project is to strengthen national mechanisms for addressing regular and irregular migration. It will work on the

following four long-term angles to contribute to a rights-based migration governance system in Libya: Support to the Libyan authorities in strengthening the legislative framework on migration; Facilitation for Libyan delegations’ active participation in international and regional migration dialogues; Support to the Libyan authoritiesintheir effortsto engageLibyans living abroadand supportto theLibyan Civil society organisations (CSOs) working on migration in reinforcing their work and role. Please note that this position is subject to approval and availability of project funds. Job Description:

The Programme Assistant implements administrative processes and provides support to implementationof activities of the LIBMITAFProgrammewhich is composedof two sub-Projects (one funded by the EU Emergency Trust Fund for Africa and one funded by the Swiss Confederation). The Programme Assistant will provide administration/logistics/technical support to the implementation and possible ad hoc content support depending on programme needs according to ICMPD rules and procedures. S/he will principally support the project team(s) with backstopping, logistical and administrative tasks (expert contracting, procurement and activities such as meetings, workshops, study visits, trainings, etc.), preparation and collection of financial supporting documents, andthemaintenanceofprojectdocumentation.TheProgrammeAssistantcompilesdataandprepares accurate and timely reports for financial and administrative activities. S/he deals with outmost care 1with payments in cash and from bank account and the VAT reimbursement process ensuring correctness of supporting documentation.

The Programme Assistant works under the supervision of the Project Coordinator contributing to a smooth and timely delivery of project activities under the project(s)’s work plan and collaboratively with all members of project team(s) and the counterparts in ICMPD for implementation of the tasks. The Programme Assistant will also coordinate the work of the Tripoli based Project Assistant(s). Tasks and Responsibilities:

1. Support to project administration within the programme:

Providesadministrativeand logisticalsupportto theproject(expertcontracting,procurementand activities such as meetings, workshops, study visits, trainings, preparation and collection of financial supporting documents, visa arrangements, flight bookings, meeting facilities and accommodation, social programme, catering, participant lists, DSA calculations etc.); Work with the SAP Business One software system (training will be provided by ICMPD), and liaise with operations support and finance department;

Assist with meeting logistics (being responsible for e.g. meeting room, audio-visual equipment, name tags, logistics for arrivals and departures, DSA payments in cash);

Deliver efficient, timely and innovative support to the organisation of events; Assist in procurement processes for conferences/seminar services or other procurement actions foreseen in projects;

Collect, compile and organise background documents and other materials for meetings; Prepare briefings, summaries, graphs and presentations as input to various organisational processes;

When necessary assist in the drafting of background papers and research activities; Drafts routine correspondence, Notes Verbale, communication with service providers, interpreters, experts and other relevant counterparts;

Maintain a filing system.

2. Support to project activities within the programme:

Support development and maintenance of all quantitative and qualitative monitoring tools; Prepare and compile monthly financial overview reports;

Prepare VAT reimbursement reports/requests and submit to national authorities; Maintain files and records according to ICMPD procedures;

Support project audits by ensuring documentation is in place;

Develop, under the guidance of the Project Coordinator and in consultation with relevant colleagues at project and institutional level, innovative methodologies and operating procedures, in line with ICMPD rules and procedures, to constantly improve the efficient implementation of the project activities;

Prepare informal and ad hoc translations from/to Arabic to/from English; Assist the Project Coordinator with administrative/logistical tasks if and when required; Coordinate the work of the Project Assistant(s) assigned to the programme; Perform other ad hoc and general administrative support as required.

23. Support to Donor reporting requirements

Support the production of timely and accurate narrative and financial reports for the Donor(s) in line with reporting requirements and the forecasting and coordination of reporting activities; Ensure that Donor(s) reports are developed in coordination and consultation with the Project Coordinator, the respective ICMPD operation teams, such as Corporate Resources Management( CRM), at Headquarters and the Project Assistant(s) to ensure necessary information is being accurately captured;

Maintain a database of the final versions of the reports.

Key Results:

Support functions related to project development within the programme and implementation executed promptly, accurately and efficiently;

Project activities supported by efficient and timely implementation of logistical support to programme events, meetings and workshops;

Donor reports prepared in line with donor requirements and following the applicable ICMPD business processes;

Efficient coordination of the work of the Project(s) Assistant(s) ensured; Administrative steps in the procurement and recruitment processes implemented timely and in line with ICMPD rules and procedures and following the applicable business processes; Project filing system maintained accurately.

Incumbent Profile:

Minimum of 4 years’ of experience in operations and programme/project management at local or international level in international organisations or NGOs;

Experience in supporting donor reporting (both narrative and financial). Knowledge of ERP systems, knowledge of SAP is an asset.

Excellent organisational skills with attention to detail and accuracy.

Experience in managing conflicting priorities and working within tight deadlines. Strong teamwork and interpersonal skills.

Adaptability and flexibility.

Excellent command of standard MS-office software.

Practical experience in using ERP-systems, preferably SAP, required.

Corporate Qualifications:

Experience in international organisations;

Fluency in French, English and Arabic;

Bachelors degree (or equivalent) related to the area of work.

Compensation:

ICMPD offers an attractive compensation package. This position is classified at LS2 Grade, with an annual net-base salary starting at EUR 9,780. Additional benefits include participation in the ICMPD Provident Fund, Health and Accident Insurance, six weeks’ annual leave and, where applicable, dependent’s and mobility allowances.
