Context of the position 

Established in 1949, SOS Children's Villages International (CVI) is a dynamic, international social development organization working globally to meet the needs and protect the interests and rights of children without parental care and those who are at the risk of losing it.

SOS Children’s Villages Zambia is a child focussed organization and an affiliate of the SOS Children Villages International. It is non-governmental, non-political, non-denominational, and non-racial. Its overall mission is to build families for children in need, help them shape their own futures and share in the development of their communities. To realise the mission of the organisation, SOS Children’s Villages Zambia is recruiting for a Human Resources and Administration Manager wo will lead the organisation’s Human Resources and Administration department.

 

Mission of the position

The National Human Resources and Administration Manager oversees, communicates and implements human resource policies and strategies within the National Association (NA). He / she builds a strong HR base, ensures delivery of HR operations to support the development of the NA, manages & administers recruitment, orientation, compensation & benefits, performance management system, staff development and other HR activities. He/she promotes the application of organizational values, legal and ethical standards, and good management practices.He/she will enhance efficiency, effectiveness and quality of HR operations and will be proactive in various core and backstopping aspects related other departments.

 

Key performance areas and main responsibilities

Human Resources /Organizational Development Strategy, Policy and Systems 

  • Provide leadership in the development, promotion and implementation of HR Strategy / policy that guides staff behavior;

  • Prepare department's Annual Plan & Budget to complement HR/OD strategy and policy;

  • Conducts periodic organizational diagnostic surveys to identify system, structural gaps and recommend appropriate OD/ HRD interventions;

  • Build and promote leadership and managerial competencies of HR/OD staff by assigning higher-level responsibilities as and when needed;

  • Review and benchmarks SOS CV Zambia HR/OD Policy for necessary alignment in line with changes in the global HR/OD framework and emerging organizational and strategic needs.

Workforce Planning, Recruitment and Selection

  • Establish the HR needs for the organization in consultation with the National Director, National Office Functional Heads and Programme Location Heads;

  • Leads workforce reviews, development and planning processes, as well as the development of HR strategies and objectives for the National Association;

  • Develops and delivers plans and processes for Talent acquisition, including induction and orientation; Manages talent acquisition and retention.

Compensation and Benefits

  • Design, implement, and manage salary classification and compensation programs;

  • Develop and review job descriptions for various positions;

  • Determine appropriate base pay for all grades and compensation benchmarks;

Staff Performance Management

  • Develop and manage core Performance Management and feedback processes;

  • Develop manager capability on employing these processes to obtain results;

  • Ensure accurate and written job descriptions with clear job accountabilities reporting lines and career paths;

  • Works with line managers to implement performance improvement plans;

  • Identifies and integrates critical cultural and behavioral aspects required of functional managers in people management;

  • Promotes a performance culture within the organization.

Training and Development

  • Support professional development of all staff, including strengthening capacity, building skills and delegating authority to support professional growth;

  • Develop Learning and Development plans and programs; organize training sessions, workshops, and activities across the National Association;

  • Manage the approved Learning and Development budget, ensuring all operational activities are conducted within the approved budget;

  • Seeks / produces reports after every training event to be utilized as references when assessing the effects of training and in following up after-training needs;

  • Provide coaching, mentoring and opportunities for staff growth and career plans.

Employee Relations

  • Consults and provide advisory services on talent management, performance management, conflict resolution, disciplinary and grievance handling and other areas of employee relations to line managers.

Compliance with Labour laws and global HR / OD Guidelines

  • Review and update HR/OD Policy to ensure consistent implementation, interpretation, communication and compliance;

  • Review current policy practices, interpretation and compliance ensuring good participation of staff teams, Management and the Board of Trustees;

  • Advises the National Director on major changes in HR policy and ensures compliance and alignment with both SOS-KDI policies as well as the Zambia Labour Laws;

 Facilitate staff Phase out

  • Ensures proper planning and preparation in respect of departing and retiring co-workers, including offering adequate pre-retirement support, succession planning, facilitated handover of duties, payment of terminal dues etc.

  • Conducts exits interviews to ascertain co-worker opinions; builds a network of retired SOS mothers and supports them regarding pension & medical needs etc.

  • Advises on termination of staff, and ensures compliance with legal / labour law requirements.

Governance

  • Prepares and coordinates continuous dissemination systems of National Association policies and other guidelines to co-workers and the Board of Trustees;

  • Supports quality policy level reports to appropriate Board Committees and periodic orientation to SOS policies and practices. 

Other Responsibilities

Works with the National Director to develop and facilitate corporate functions such as organization wide meetings and the whole working of the National Office setup and operations;

Supervise preparation of department's reports, staff update and monthly update.

 

PerPerson Specifications
  • Minimum of a degree in Human Resource Management, Public Administration, Business Management, and/or Social Sciences or equivalent qualification from a recognized institution.

  • Master’s Degree in the above mentioned fields will be an added advantage

  • At least 8 years of Human Resource Management work experience with the least three (3) years at managerial level.

  • Previous experience working in international organization/INGO is prerequisite; Cross-cultural experience, understanding and sensitivity;

  • Member of the Zambia Institute of Human Resource Management (ZIHRM) will be an added advantage.

  • Understands and interprets the Zambian Labour laws

  • Demonstrated backstopping roles in governance functions (e.g. reporting to boards)

  • Strong ability to focus on building strong internal MIS for Human Resource functions.

  • Proficiency in Microsoft office package;

  • Excellent organizational, analytical and time management skills; Ability to work in a team/independently;

  • Ability to demonstrate good judgment and maintain confidentiality and discretion;

  • The candidate should be an all-rounded individual with a passion for working with children and youth, with strong advocacy skills, excellent communication;  

  • Excellent management of people and culture, promoting diversity, cooperating effectively and managing change.
