ABOUT THE JOB

The Roving Monitoring, Evaluation, Accountability, and Learning (MEAL) Assistant will support the planning and implementation of all MEAL processes and activities required for Humanitarian Mine Action (HMA) activities, particularly the Dutch Project. S/he will also support the planning and implementation of all MEAL processes and activities on Partnerships related to HMA. Further, s/he will be directly responsible for: a) timely reporting on findings of monitoring visits; b) leading and coordinating data collection (including training and management of enumerators) within the HMA M&E activities in coordination with the MEL Specialist Protection, MEL Specialist Livelihood & Partnership and/or AO MEAL TLs; c) debriefing and follow-up of action points with HMA program staff and partners; d) analysis and reporting of HMA MEAL data; and e) follow-up on the IPTT with HMA MIS staff. S/he will submit daily updates and weekly reports to the MEL Specialists Protection and MEL Specialist Livelihood & Partnership. S/he is also responsible in supporting the strengthening of accountability mechanisms within the HMA and partners, in close collaboration with the Accountability Officer. 

Responsibilities:

Implementation of MEAL system in Humanitarian Mine Action & Partnership

  • Support in planning and implementing the MEAL framework for HMA alongside the partners we are engaged with (remotely or physical)
  • Support on the development of HMA MEAL plans
  • Implement MEAL Plan-compliant MEAL processes for the collection, analysis and usage of data to measure progress against indicators and promote programmatic learning for HMA
  • Plan according to priorities in consultation with MEL Specialist-Protection and MEL Specialist Livelihood & Partnerships, including dissemination of work plans and MEAL information products for locations where HMA is operating
  • Conduct routine monitoring of all HMA project activities but with focus on the Dutch project
  • Ensure follow-up and resolution of feedback and actions agreed during debriefing with program
  • Support on the implementation of evaluation and learning activities

Data collection tools development and use

  • Support on the planning and/or conducting field data collection and field monitoring exercises with support from the MEL Specialist- Protection and MEL Specialist Livelihood & Partnerships
  • Support in field testing of questionnaires and provide feedback
  • Support the development of relevant and quality data collection tools assigned by MEL Specialist- Protection and MEL Specialist Livelihood & Partnerships
  • Track routine and outcome monitoring activities of HMA projects

Data management, analysis and use

  • Collaborate with Information Management Officer (DRC and HMA) to ensure appropriate data management HMA MEAL data including coding, storage, cleaning and analysis
  • Closely coordinate with relevant HMA programme and Partnership staff to ensure project-relevant information is shared and used to properly track progress of projects
  • Closely coordinate with relevant HMA programme staff, in coordination with MEL Specialists and Information Management Officer, to ensure project-relevant information is shared and used to properly track progress of projects (i.e. PDM reports, Distribution monitoring, IPTT)
  • Support on the presentation of key MEAL findings (internally or externally)

Coordination with program

  • Liaise with HMA program staff on MEAL activities and findings
  • Follow-up trackers tools (i.e. Activity tracker, IPTT) is being used

Reporting

  • Lead in creating monitoring reports after field visits
  • Lead or support on Outcome monitoring reports assigned (e.g. post distribution monitoring report, satisfaction survey, post implementation survey)
  • Support MEL Specialist in writing lessons learned report

Management and capacity building

  • Lead and responsible for enumerators output during data collection
  • Support MEL Specialist-Protection & MEL Specialist-Livelihoods & Partnership, in providing training or sessions on MEAL process and tools to MEAL and program staff (both DRC and partners)

Accountability

  • Closely coordinate with the Complaints Response Mechanism Officer to ensure relevant programme teams properly implement accountability measures as per DRC standards and in line with the Core Humanitarian Standards
  • Follow-up complaints or feedback

Others 

  • Assist in other tasks as required by the MEAL Manager, including extensive support to other programmes / sectors whenever deemed necessary

ABOUT YOU

To be successful in this role you must have:

Experience and technical competencies: 

  • Minimum 4 months of relevant experience within the humanitarian field or on monitoring and evaluation
  • Experience in data collection, XLS coding
  • Experience from working in complex and volatile contexts
  • Documented results related to the position's responsibilities

Education/qualifications:

  • University Degree in social sciences, humanitarian and/or development studies, Statistics, Management Information System, Business Administration, M&E, PCM or fields related to the position

Languages:

  • Intermediate level of English is an asset, both written and verbal
  • Ability to work in Dari and a fluency at least in two of the following: Pashto/Uzbek/Turkmen
