Overview of position
Organizational Setting and Reporting Relationships: 

The position is located with the Regional Office for Asia and the Pacific of the Regional Programmes Division and is based in Herat, Afghanistan.

The Regional Programmes Division is responsible for consolidating and enhancing the linkages between UN Habitat's activities in the field with the Strategic Plan, the 2030 Agenda, and the UN-Habitat's overall future priorities and to make sure that they are appropriate to the country context.

UN-Habitat's Regional Office for Asia and the Pacific manages UN-Habitat's project portfolio in the Asia and Pacific region. It ensures that country priorities are in alignment with the UN-Habitat's organizational policies and strategic objectives and brings through its Regional Representative to the attention of the Executive Management Committee (EMC) opportunities and challenges in the region, allowing for timely feedback and responses to urgent demands and requests from the Member States.

The Afghanistan Programme is a strategic partner of the Government of the Islamic Republic of Afghanistan in promoting sustainable urban development. Since 1992, UN-Habitat has worked closely with the government, municipal and local authorities, especially Afghan communities, contributing to the physical and social reconstruction of the country. Our work has focused on assisting the government in the development of urban policies and regulations; strategic urban planning; increasing municipal revenue; establishing community-based organizations; addressing the land and housing needs of IDPs and returnees; and contributing to the provision of basic urban services.

Sustainable Human Settlements in Urban Areas to Support Reintegration in Afghanistan (SHURA):

The overarching intention of the Sustainable Human Settlements in Urban Areas to Support Reintegration in Afghanistan (SHURA) programme is to provide a platform for returnees and protracted IDPs to reintegrate and become productive citizens of Afghanistan as quickly as possible. Integrating the lessons of the past decade of responses to displacement in Afghanistan, the program is based on the identification and allocation of appropriate land to returnees and IDPs in proximity to livelihood opportunities as the foundation for self-reliance.

The position reports to the Operation Assistant/Team Leader.
 
Role objectives
Responsibilities:
  • Meet and monitor all visitors to the project office, to determine whether they should be granted admission to the premises.
  • Contact the appropriate technical or administrative staff regarding written or verbal requests for UN-Habitat assistance.
  • To ensure that the office premises, equipment, and vehicles are secured.
  • Inform and maintain close contact at all times with the Security Officer concerning the security of the project office and the presence of the visitors on the premises.
  • Receive and deliver mail, parcels, pouches, and other materials for the office.
  • Assist in the overall maintenance and cleanliness of the office premises
Work implies frequent interaction with the following:

To meet the UNDSS recommendations for safety and security improvements of the Herat Regional Office compound.
Results Expected:

To support UN-Habitat on securing premises and personnel by patrolling the property, surveillance equipment, inspecting the building, and permitting entry.
