OVERVIEW OF THE FUNCTIONS OF THE POST

 

As a specialized Category 1 Institute, the IBE is an integral part of UNESCO and enjoys considerable autonomy. It is the International Centre of Excellence in Curriculum and Learning and is valued for its specialist knowledge, expertise and networks, and for providing curriculum support services that include up-to-date, evidence-based information and technical assistance to UNESCO Member States. The IBE offers strategic advice, technical assistance tailored to specific country needs, short and long term capacity-building opportunities, and provides access to cutting edge knowledge in the field of curriculum and learning.

 

Under the direct authority of the Director of UNESCO-IBE the incumbent will be in charge of the implementation of Early Childhood Care and Education (ECCE) curriculum related activities:

  • Provide intellectual guidance on Early Childhood Care and Education (ECCE) curriculum elaboration, planning, monitoring and evaluation.
  • Analyse major trends, issues strategies on ECCE content from an international comparative perspective and its implication for strengthening education quality.
  • Provide intellectual guidance and lead the production of tools to strengthen the capacities of national institutions for ECCE curriculum improvement.
  • Provide technical guidance on health and nutrition curriculum issues for ECCE.
  • Contribute actively to resource mobilization through specific project proposals, advocacy and other actions to implement initiatives on curriculum renewal, design and development.
  • Contribute in the cooperation with the HQ, in the development of the Global Strategic Partnership (GSP) on Early Childhood.
  • Assure the implementation of ECCE related issues.
  • Produce evidence-base arguments and provide policy advise to Member States in ECCE curriculum related work.
  • Assist in any other IBE activity when required and contribute effectively to the broader scope of the IBE work.

REQUIRED QUALIFICATIONS

 

Education

  • Advanced University Degree (Master’s or equivalent) in education preferably in one of the following domains: comparative education, curriculum, learni ng or pedagogy, early childhood care and education (ECCE).  

 

Work Experience

  • Minimum of 7 years of progressively responsible relevant experience in education development, of which preferably 3 years acquired at international level.
  • Experience in ECCE curriculum related issues and education policy reforms.
  • Experience in conducting research and impacting practice on ECCE from an international comparative perspective.
  • Experience in supporting countries in implementing curriculum renewal, design and development processes with a focus on ECCE.

Skills and competencies

  • Excellent analytical and research skills.
  • Excellent project management skills and ability to coordinate complex projects.
  • Ability to build, maintain and enhance working relations with national/local authorities, cultural institutions and relevant intergovernmental and non-governmental organizations.
  • Ability to participate effectively in high-level negotiations with internal and external partners.
  • Excellent communication skills, both written and oral.
  • Ability to work in a multicultural environment and manage a culturally diverse team.
  • Strong IT skills, including knowledge of MS software (Word, Excel etc.).

 

 

Languages

  • Excellent knowledge of   English (oral and written) and good knowledge of French.

 

DESIRABLE QUALIFICATIONS

 

Work Experience

  • Experience in working with UN partners, including UNESCO National Commissions, Ministries of Education, UN agencies, inter-governmental organizations, development banks, teacher education and higher education institutions, and civil society organisations on similar teacher education reform projects.

 

Skills and competencies

  • Knowledge of UNESCO’s education conventions and global priorities and UN administrative procedures.

 

Languages

  •  Knowledge of another official language of UNESCO (Arabic, Chinese, Russian and/or Spanish).
