General Minimum Requirements

Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Demonstrable organizational skills
  • Proven ability to communicate effectively, both orally and in writing
  • Demonstrable interpersonal skills and documented experience in negotiations
  • Depending on the field activity's mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required
  • Negotiating experience, preferably in the area of monitoring operations and/or related activities
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Second-level university degree in relevant field(s); a first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the second-level university degree

Experience:

Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Minimum six years of progressively responsible professional experience in challenging operational environments;
  • Sound management, organizational and negotiation skills, with the ability to communicate clearly and concisely;
  • Professional experience in relevant fields, in particular, on political and security issues, conflict analysis with a good knowledge of international organizations' norms, procedures and principles;
  • Professional experience in management including but not limited to development, strengthening of organizations and systems including minimum three years of experience in an international organization setting;
  • Demonstrated commitment to gender equality objectives as well as the ability to integrate a gender perspective into tasks and activities;
  • Ability to establish contact and constructive communication with local population and officials;
  • Thorough understanding of field operation in the context of the mandate's regional dynamics;
  • Ability to work effectively and inclusively in high stress environments;
  • Flexibility and ability to work within limited time frames;
  • Cultural sensitivity and political judgement;
  • Professional fluency in English;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious background;
  • Ability to operate Windows applications, including word processing and e-mail.

Desirable:

  • Experience in working in Eastern Europe and/or knowledge of the region;
  • Knowledge of the regional historical, cultural and political situation;
  • Previous international work experience and/or experience in field mission;
  • Working knowledge of Ukrainian and/or Russian language(s);
  • Possession of a Class "C" driving license.

The Special Monitoring Mission to Ukraine (SMM), in line with the OSCE Action Plan for the Promotion of Gender Equality, is committed to further improving gender balance among staff in all areas and levels within the SMM. Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a non-family duty station. This designation is based on the fluid and dynamic working environment in the SMM. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules.

 
 
 
 
Tasks and Responsibilities

The selected candidate will be deployed to Luhansk or Donetsk region, including non-government-controlled areas.

Under the direct supervision of a Patrol Hub Leader and overall direction of a Team Leader and Deputy Team Leader, as Deputy Patrol Hub Leader, you will be:

  1. Ensuring that the Special Monitoring Mission's (SMM) Mandate is effectively implemented in a Patrol Hub's area of operations (AoO);
  2. Providing assistance to the overall leadership and management of the Patrol Hub in line with current instructions and regulations as issued by the Head Office;
  3. Monitoring, assessing and analysing the political, security and human/minority rights/gender situation in the Hub AoO, bringing relevant matters to the attention of the Patrol Hub Leader in a timely manner;
  4. In co-ordination with the Patrol Hub Leader, ensuring effective information flow within the Patrol Hub, with Monitoring Team and other relevant stakeholders;
  5. Assisting the Patrol Hub Leader in ensuring that assigned tasks are completed and submitted to the Monitoring Team in accordance with established deadlines;
  6. Providing assistance to the Patrol Hub Leader in ensuring that reports and other products are compiled and submitted to the Monitoring Team in accordance with established deadlines and reporting lines;
  7. Assisting in managing the performance of patrol groups and technical patrol groups deployed to a Patrol Hub;
  8. Ensuring that human, material and financial resources allocated to a Patrol Hub are managed in accordance with OSCE regulations and SMM policies;
  9. Ensuring that appropriate support is provided to representatives of the wider OSCE community;
  10. In co-ordination with the Patrol Hub Leader, representing the SMM within the Patrol Hub area of operations, ensuring effective co-ordination with other international organizations, civil society and liaison with governmental and non-governmental agencies;
  11. In co-ordination with the responsible administrative personnel, overseeing the implementation of the OSCE Common Regulatory Management System (CRMS) and Staff Rules and Regulations, and supporting the Patrol Hub Leader in the planning and implementation of operational and management tasks;
  12. In co-ordination with specialist security staff, assisting the Patrol Hub Leader in ensuring the safety and security of all Patrol Hub personnel and equipment, and full compliance with SMM security protocols;
  13. Contributing to the development of the SMM's policies and practices through: participation in Patrol Hub and Monitoring Team meetings, proactively providing feedback on monitoring activities within the Hub AoO and ensuring that a gender perspective is integrated into Hub team's activities and reporting;
  14. Deputising for Patrol Hub Leader and serving as acting Patrol Hub Leader, in their absence;
  15. Performing other relevant duties as requested.
