Overall purpose of the role:

The aim of the position is to ensure that Danish Refugee Council’s Safety Risk Management System (SRMS) is successfully implemented in Myanmar (incl. effective MOSS, regularly updated Safety Risk Assessments for all SLS locations) and support development of capacity of national safety focal points increase. 

Main Responsibilities

INFORMATION

  • Monitor the evolving situation in the area of DRC programming in coordination with other actors as per regional, country and programme guidelines.
  • Act as the local focal point for safety co-ordination and information sharing between the relevant actors within the area of operations
  • Establish a network of contacts and represent DRC at access and safety meetings
  • Provide operational safety briefings and orientation to all new and visiting staff

ANALYSIS & ASSESSMENT

  • Support the conduct of regular Safety Risk Assessments (SRAs) in all bases as per DRC policy
  • Assist in training on safety procedures as required for program staff
  • Prepare and submit reports and analytical products as required
  • Provide safety-related advice on programme development and implementation

SAFETY RISK MANAGEMENT

  • Support national safety colleagues in DRC Myanmar, and enable them to implement DRC’s safety risk management system
  • Undertake and support others to undertake Safety Risk Assessments (SRA) for all current and future SLS (Safety Level System) locations and facilitate the implementation of mitigation measures
  • Monitor the overall risk environment, providing sound and timely advice and regular analytical reports to DRC staff and management
  • Assist with the implementation of safety policies, safety rules, and standard operating procedures (SOPs) related to the safe implementation of program activities
  • Supervise and monitor the development and implementation of context specific Minimum Operating Safety Standards (MOSS) and the physical safety of DRC facilities and accommodation
  • Supervise the implementation of both physical and asset protection procedures and regulations, advising, assisting and managing the procurement and issue of safety and protective equipment.
  • Conduct regular site assessments and advise management on appropriate risk mitigation measures
  • Assist in the management of safety related incidents, provide timely and accurate incident reports and analysis, and support organizational lessons learned
  • Based on an assessment of training needs develop, support, facilitate and/or deliver safety trainings to all staff members and partake in regional training initiatives
  • Direct immediate responses to incidents and emergencies and support staff in the process
  • Distribute advisories to all staff and senior management team members, including SMS alerts, phone alerts, and email alerts
  • Supervision of safety staff at DRC rented facilities, to include access control measures at DRC rented facilities

REPORTING ARRANGEMENTS

  • Manage the SLS assessments in cooperation with the Regional Safety Coordinator Asia
  • Support senior management in Myanmar in all safety-related issues, particularly in cases of emergency, and be a standing member of the incident management team. 

Qualifications and minimum requirements:

  • At least 3 years work experience with equivalent working tasks.
  • Experience working with NGOs and/or other international agencies.
  • Experience working in the designated area of operations
  • Experience of working in safety management or support
  • Management and/or supervisory experience
  • Proven ability to prioritize tasks and meet deadlines
  • Stable, moral and robust character and a good team-player
  • Excellent communication skills
  • Proven commitment to accountability practices
  • Complete fluency in written and spoken English, Myanmar and possibly different States languages.
