OVERVIEW OF THE FUNCTIONS OF THE POST
UNESCO is fully committed to the implementation of the United Nations Sustainable Development Group(UNSDG) reform launched on 1st January 2019, which intends to improve the UN’s presence in the field in supportof the implementation of the 2030 Agenda and SDGs. At the regional level, UNESCO is contributing to the ongoingreview of the UN architecture and to the drive to strengthen collaboration between UN regional entities in the field,while adapting to the changes under way from both a structural and programmatic point of view.
In support to this enhanced need for coordination, and under the direct supervision of the Director of the ClusterOffice for the Caribbean, the UN Coordination Officer will provide support and contribute to ensure the fullparticipation of the Kingston Office in the UN development system joint cooperation.
In this regard, the incumbent will provide support to the Director of the Kingston Office in liaising with the six (6)Caribbean UNCTs to enhance the UN system collaboration and system-wide coherence within the framework ofthe UN reform, improve UNESCO's representation at the Caribbean sub-regional level within the UNCTs andOfficial Planning Offices and support the Organization’s full participation and contribution in preparation of theCommon Country Analysis (CCAs), the United Nations Multi-Country Sustainable Development Framework for theCaribbean (UN MSDF) and the UN system action.
In this regard, the incumbent will ensure the overall coordination of Kingston Office UNCTs related-issues by:
Ensuring the participation of the Office in the coordination systems, processes and meetings of the sixCaribbean UNCTs;
Providing support to the Director to strategically position UNESCO as a key partner within the UNCTs andpromote integrated approaches with the wider UN system in UNESCO’s fields of competence, includingthrough the elaboration of support material and analysis to be shared with the UNCTs and, in thisframework, with Member States.
Supporting the Director in the review of criteria, data research, consolidation of the five sectors’ inputs to theCCAs and the UNMSDF for all six Caribbean UNCTs. Support UNESCO’s involvement in the interagencymobilization of UN’s funds.
Providing assistance to the Kingston Office in ensuring UNESCO’s substantial integration in UNMSDF andappropriate alignment of UNESCO’s country strategies with UNMSDF.
Supporting communication related to UNESCO’s participation in the six Caribbean UNCTs.
Supporting cooperation with relevant sub-regional cooperation/integration organizations such as CARICOMand OECS, and other organizations as appropriate.
Contributing to the Kingston Office inputs to strategic and programming documents, statutory reports andreports to ADG/PAX and UNESCO Governing Bodies with regard UNESCO’s involvement in the sustainabledevelopment in SIDS and SIDS Associate Members and collaboration with the subregion.
The incumbent works within the framework of UNESCO’s Medium-Term Strategies (C/4s),approved Programmes and Budgets (C/5s), the UNESCO SIDS Action Plan, the Operational Strategy for theImplementation of Priority Africa and the Priority Gender Equality Action Plan as well as within the framework ofinternational agreed development agendas as Agenda 2030 and Agenda 2063 for the Africa region.
Education
Advanced university degree (Master’s or equivalent) in any area of UNESCO’s competencies, internationalrelations, public or business administration, planning, economics or another related field.
Work Experience
Minimum 5 years of professional experience in coordination, planning, monitoring, reporting and evaluationof activities, projects and/or programmes in the Caribbean.
Skills/Competencies
Familiarity with UNESCO’s programmes, structure and priorities.Excellent analytical skills.
Proven coordination, planning and organization skills with ability to establish and follow plans and priorities.
Excellent oral and written communication skills, with proven ability to prepare and draft high-quality documents and reports intended for internal and/or external dissemination.
Demonstrated ability to work in a multicultural environment and to establish good working relationships withinternal and external partners.
Familiarity with the work and general functioning of international organizations and/or knowledge of theUnited Nations common system.
Languages
Excellent knowledge of English.
Work Experience
Experience in implementation of reform processes.
Experience in field office management and/or field operations
Skills/Competencies
Good geopolitical knowledge of the Caribbean sub-region and sound analytic capacities.
Good understanding of the 2030 Agenda, the new CCA criteria and UN MSDF planning and preparation.
Languages
English as mother tongue.
Knowledge of another UN official language.
