OVERVIEW OF THE FUNCTIONS OF THE POST
Under the authority of the Director of the Human Resources Management and the supervision of the Chief of Human Resources Strategic Support Section, the incumbent shall provide legal advice and recommends solutions based on applicable regulations, rules and general legal principles. S/he coordinates draft proposals on Human Resources policies and procedures that are relevant to meet the needs of the organization and responds to the need for harmonization with the UN System, simplicity, cost effectiveness and efficiency. The incumbent is also responsible for the communication/promotion of the policies, as well as monitoring the compliance/implementation with a view to address shortcomings, if any. For this purpose, the incumbent will be required to:
Long Description- Recommend policy process changes as and when needed. Keep abreast of developments in the HR field, in the UN common system and other public/private organization. Constantly seeks to improve delivery, proposes new approaches as well as improvements to existing methods.
- Provide interpretation and advice on Staff Rules, HR Manual provisions, policies and procedures; provide advice to managers and AOs on the validity of clauses therein and make recommendations on proposals for derogations.
- Identify situations and risks of non-compliance of Staff Regulations and Rules, and other statutory texts and make preliminary proposals for compliance plans and activities.
- Serve as the Secretary of the Advisory Council on Personnel Policies (ACPP) which reviews draft HR policies; coordinates the meetings and prepare subsequent reports and recommendations from HRM to the Director-General for decision.
- Conduct in-depth research and studies on both legal and factual aspects of the issues of human resources and undertake any other duties as requested.
Education

Advanced university degree (master degree or equivalent) in Human Resource Management, Business Administration, Public Administration, Law or related field.
Work Experience
-
Minimum 4 years of relevant professional experience in legal and/or human resources field, of which preferably 2 years acquired at international level.

Languages
- Excellent knowledge of English or French (oral and written) and good knowledge of the other language.
DESIRABLE QUALIFICATIONS
Education
- Specialization in international administration.
Work Experience
- Experience in human resources policy and legal issues.
- Experience in providing HR policy advice and improving preparing legal opinions on issues related to international administrative law.
Skills/Competencies
- Knowledge of the UN common system HR bodies and regulatory framework.
Languages
- Knowledge of another official language of UNESCO (Spanish, Arabic, Russian or Chinese).
