Group 1 candidates: Group 1 comprises current GS staff members holding an indefinite or fixed-term appointment who, at the date of the deadline for application, are serving in the country of the vacancy at the grade of the position or one grade below or above.

VII. Current UNHCR staff members in the NPO category holding an indefinite or fixed-term appointment applying to a GS post;
VIII. Current locally recruited female staff members from other UN system Organizations holding the equivalent of an indefinite or fixed-term appointment.

External candidates: External candidates are candidates who are not in Group 1 or Group 2. They must meet the essential minimum requirements of the position and candidates not citizens of the country must comply with all eligibility requirements for employment in line with the prevailing legislative prerequisites in the country. Organizational Setting and Work Relationships
The SGBV Associate supports the operations¿ efforts to fulfil UNHCR¿s mandate and associated obligations on SGBV prevention, risk mitigation and response based on policy and guidance.
The SGBV Associate works under direct supervision of a more senior SGBV/Protection colleague who defines overall work objectives and provides regular advice and guidance. S/he will focus on strengthening SGBV case management supervision as well as safe and ethical data collection and further analysis of SGBV trends. The incumbent will also ensure quality prevention and risk mitigation interventions.
S/he collaborates closely with the UNHCR management and the Protection team in the country and strengthens working relations with other agencies involved in SGBV prevention, risk mitigation and response. S/he promotes alignment with GBV minimum standards and respect of GBV Guiding Principles. 
S/he also ensures that persons of concern, in particular women and girls, are involved with the Office in making decisions that affect them, whether in accessing their rights or in identifying appropriate solutions to their problems. To achieve this, the incumbent will need to build and maintain effective interfaces with communities of concern, local authorities and protection and assistance partners.  
All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties
- Assist the Associate Protection Officer (SGBV) and/or the Protection Officer (SGBV) in the preparations and holdings of the coordination meetings of the SGBV sub-working group (and/or Protection Working Group) or support follow-up required within GBV sub-clusters chaired by other organizations.
- Support the development of coordination tools such as referral pathways;
- Contribute to safety audits and other relevant assessments.
- Contribute to analysis of SGBV trends and gaps, including by assisting with drafting briefing notes and analytical reports.
- Contribute to support other sectors/units on SGBV risk mitigation under overall guidance of Associate Protection officer/ Protection officer (SGBV). Contribute to the design of SGBV prevention, risk mitigation and response interventions.
- Support in providing technical guidance to partners and government counterparts on SGBV minimum standards under overall direction of the supervisor.
- Contribute to SGBV partners¿ monitoring by undertaking regular field visits and drafting monitoring reports; Provide inputs to donor reports;
- Provide SGBV case management services for survivors at high risk and/or other complex cases (if relevant in operation) and follow-up with other units/partners as relevant;  
- Ensure technical supervision of UNHCR staff providing SGBV case management (including coaching and implementation of staff care strategies); 
- Support SGBV capacity building initiatives, including on SGBV safe disclosure and referrals.
- Ensure the wishes of survivors are prioritized as per the survivor-centred approach.
- Enforce compliance with, and integrity of, all protection standard operating procedures for SGBV as well as the SGBV minimum standards and Guiding Principles.
- Perform other related duties as required.

Relevant Job Experience
Essential
3 years of previous work experience relevant to the function of SGBV in a local context and having experience in the field of SGBV prevention, mitigation and response, broader protection or social work involving empowerment of women and girls, gender, child protection, mental health, counselling and working with survivors, humanitarian and development issues. Applied experience in survivor-centred approach, SGBV guiding and Case management principles related to SGBV programs. Demonstrated knowledge in gender equality and the empowerment of women and girls and apply, promote and integrate gender analysis into humanitarian programming. Knowledge of SGBV minimum standards, Guiding Principles and SGBV case management standards.

Desirable
Demonstrated knowledge of engagement with SGBV Interagency humanitarian architecture. Knowledge and experience of participatory approaches to engaging with and mobilizing communities. Good understanding of displacement and protection issues including, child protection, education and the application of the Age, Gender and Diversity Policy.

======================================================================================================== Recent security incidents on the sidelines of the December 2020 presidential election in the Central African Republic (CAR) have led to large movements of people towards the DRC; since 24 December 2020, the provinces of North Ubangui, South Ubangui and Bas-Uele have taken in 99,053 Central African refugees according to local authorities and Congolese Immigration Services.
This group of refugees is mainly made up of women and children under the age of 18 scattered in at least 49 generally landlocked sites, across the three provinces covered by the Gbadolite Sub-Delegation. They are in addition to a population of 173,731 Central African refugees who arrived between 2013 and 2017, and themselves scattered across the three provinces of the Gbadolite Sub-Delegation Intervention Zone.
Some of the Central African refugees are settled in camps (about 35%), but the majority live off-camp, on the list of a host community with which cohabitation has always been peaceful. Although access to these populations remains a major challenge and their needs are multiple, contrasted with the near absence of multi-sector care services in reception sites, they still benefit from multi-sector protection and assistance.  While the Sub-Delegation is implementing its strategy to empower these refugee groups, reducing their dependence on food aid. UNHCR is also committed to managing the recent and ongoing influx of Central African refugees through the establishment of an emergency programme for them and the coverage of their basic needs.

The UNHCR/Gbadolite Sub-Delegation covers 1 Land Office in Libenge, 1 Land Antenne in Bili and employ 79 staff .
