Please note that this is a temporary assignment for an initial duration of 5 months 29 days, with an extension for another 5 months 29 days and is subject to project needs and funds availability.

 

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

 

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

 

The Department of Management and Finance (DMF) is the largest department in the OSCE Secretariat and is responsible for managing the material and financial resources of the Organization. The Budget Unit is part of Budget and Finance Services (BFS) and is responsible for preparing the budget documents and providing support throughout the budget cycle.

     
Tasks and Responsibilities    
     
   

Under the general supervision of the Chief, Budget Unit, the incumbent will perform the following duties:

 

  1. Under the guidance of Budget Officers, participating in formulating, analyzing, verifying and consolidating budget proposals received from Directors of departments and Heads of field offices; this will include ensuring that standard costs and budget formats are applied and Financial Regulations, Instructions and Guidelines are adhered to;
  2. Preparing relevant financial reports, providing the necessary analysis to support the reports and explanations on the status of budget implementation OSCE-wide;
  3. Preparing ad-hoc analyses and inputs to reports and presentations on historical trends and expected forecast;
  4. Participating in optimization of the Staff Standard Cost and Common Staff Costs processes for the organization;
  5. Participating in the Hyperion implementation project by providing functional support, including but not limited to preparing test cases, executing tests, preparing documentation, providing training and support to users;
  6. Performing other related duties as assigned.

Necessary Qualifications    
     
   
  • University degree in financial management, accounting, business administration or other related field;
  • A minimum of four years of professional experience in budgeting, accounting or finance in an international, governmental or commercial organization;
  • Extensive experience in the use of Excel spreadsheets;
  • Extensive experience in the use of the budgeting module of ERP systems such as Oracle or SAP;
  • Ability to identify and analyze problems and to take corrective action;
  • Professional fluency in English with good drafting skills; working knowledge of other OSCE official languages would be an asset;
  • Excellent oral and written communication skills;
  • Demonstrated gender awareness and sensitivity, and ability to integrate a gender perspective into tasks and activities;
  • Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity.
     
Remuneration Package    
     
   

Monthly remuneration, subject to post adjustment, is approximately EUR 5,151. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme.
