Project Finance Administration Assistant

Eligibility criteria

Minimum age: 22 years old. Applicants must be nationals of or legal residents in the country of assignment.

Description of task

Under the supervision of the Asset Forfeiture Adviser and in close cooperation with UNODC Regional Office for Southern Africa (ROSAF) Financial Associate and the Programme Management Unit the UNV Project Finance Administration Assistant will be responsible for the following administrative duties:

  • Develops annual project expenditure plan.
  • Prepares project financial reports in accordance with relevant funding agreements, EU and UN reporting requirements.
  • Provides support to the Asset Forfeiture Adviser and UNODC Project Assistants in the development of annual budgets and other financial matters.
  • Effects payment vouchers in FOML ensuring accuracy of entries, linked to specific pledges and the project logframe.
  • Provides assistance in issuing of financial documents, handles daily local bank operations in terms of preparing the payment orders, cash withdrawals and other relevant forms related to the project, while ensuring compliance with the local banking and UN procedures.
  • Reviews incoming payment instructions with regard to banking details and sources of funds and capture in UNOJA.
  • Notifies payees of status of payments.
  • Reviews relevant project expenditure reports to ascertain that correct objects or expenditures have been charged for both UNODC and UNDP segments of UNODC ROSAF allotments.
  • Reconciles Creditors’ accounts and follow up on outstanding invoices related to the project.
  • Briefs and assists all relevant staff on basic financial procedures and requirements with respect to payments, entitlements, banking and currency provisions and other requirements related to accounts and finance.
  • Ensures control over the Travel Authorizations for members of the Regional Project team, monitors timely submission of Travel Claims.
  • Liaises with UNDP regarding project payroll, salary payments, payment of large contracts, and other payments effected by UNDP.
  • Maintains project financial records and filing system.
  • Drafts or prepares correspondence to respond to enquiries in respect to relevant financial and budget matters for the project.
  • Assists with other tasks required or assigned by the supervisor.
Qualifications/Requirements Required degree level: Secondary education Education - Additional Comments:
  • Completion of secondary education.
  • A tertiary qualification in finance, commerce or bookkeeping is required.
  • Candidates for this position may be required to undergo the United Nations Accounting Assistant Examination and has to obtain a passing grade. Preference will be given to candidates who have already successfully completed this examination.
Required experience: 60 Months Experience remark:
  • A minimum of five years’ experience in accounting, clerical work or project administration and project finances is required
  • Advanced MS Excel training or project management training will be an advantage.
  • Previous work in a UN environment and/or working with donors (particularly the EU, USA and UK donors) is desirable.
  • Experience of financial administration for projects implemented in the Southern African region will be an advantage.
  • Proficiency in the UNODC Financial Management System will be an advantage.
  • Advanced competence on MS Excel is highly recommended, and ability to operate calculator, computer and other office equipment is required.

  • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;
  • Sound security awareness;
  • Have affinity with or interest in combatting trans-national organized crime volunteerism as a mechanism for durable development, and the UN System.
