Organizational Setting

The objective of the Department of Nuclear Energy (NE) is to foster the efficient and safe use of nuclear power by supporting interested Member States in\: improving the performance of nuclear power plants, the nuclear fuel cycle, and the management of nuclear wastes; catalysing innovation in nuclear power and fuel cycle technologies; developing indigenous capabilities around the world for national energy planning; deploying new nuclear power plants; preserving and disseminating nuclear information and knowledge; and advancing science and industry through improved operation of research reactors.

The department has a dynamic, participative and interactive operating environment with inputs received from the Board of Governors, the General Conference, policy and decision-makers, and technical counterparts in Member States and the international development community.

The Division of Energy Planning and Nuclear Information and Knowledge comprises the Planning and Economic Studies Section, Nuclear Knowledge Management Section and the Nuclear Information Section. The Division is responsible for strengthening capacities in energy and nuclear power planning, building capacities to manage nuclear knowledge and provide knowledge management services to interested member states, and to procure and provide printed and electronic information in the area of nuclear science and technology.

The Nuclear Knowledge Management Section assists Member States by developing methodology and guidance documents in nuclear knowledge management; implementing Knowledge Management initiatives; facilitating sustainable education, training and information exchange in nuclear science and technology; and assisting Member States in maintaining and preserving nuclear knowledge.

 

Main Purpose

 

Reporting to the Section Head and Team leader, the Knowledge Management Specialist acts as the specialist and builds on experience with nuclear education, training, learning and development and nuclear knowledge management issues in the nuclear sector in support of Member State needs. The scope of support activities is across the range of the entire nuclear life-cycle, from new nuclear build and operating facilities through to decommissioning and radioactive waste management. He/she supports the development and implementation of effective nuclear education, training, learning and development and nuclear knowledge management methodology, processes and activities. This includes, where necessary, the development of guidance documents and acting as a technical expert on knowledge management related activities. As a member of a team led by the Section Head, the Knowledge Management Specialist is also involved in project activities, developing and formulating guidance and best practices documents, developing comparative assessment strategies, participating in the establishment and growth of new partnerships and networks aimed at promoting nuclear knowledge management practices and knowledge preservation, assisting Member States in enhancing knowledge of best practices in knowledge management techniques and activities, and providing technical assistance at the request of Member States.

 

Role

 

The Knowledge Management Specialist is\: (1) a coordinator and project manager to ensure that assigned Nuclear Knowledge Management Section projects are developed and implemented in the most efficient and effective manner in line with quality and project management standards and using a results based approach; 2) an expert and advisor to support Member States through planned Nuclear Knowledge Management Section programmatic initiatives on issues related to nuclear knowledge management; and (3) an analyst and implementer who provides expert leadership in identifying, implementing or disseminating advanced nuclear knowledge management methods and technology to assist Member States.

 

Functions / Key Results Expected

 

  • Plan and lead the implementation of Nuclear Knowledge Management (NKM) programmatic activities including the Nuclear Energy Management & Nuclear Knowledge Management School programmes.
  • Play a role in the development and implementation of NKM and nuclear learning and development activities, methods and services for member states.
  • Support the implementation of the International Nuclear Management Academy (INMA) programmes with member state academic institutions.
  • Support the development and expansion of activities in support of the Nuclear Education Networks including science, technology, engineering and mathematics (STEM) learning and development programmes across member state schools, colleges and higher education organisations.
  • Lead and/or support expert missions on nuclear knowledge management to various nuclear organizations related to various aspects of the nuclear life-cycle associated with the Knowledge Management Assist Visits (KMAVs).
  • Lead the development and authorship of guidance documents on NKM and nuclear learning and development activities, together with NKM methodologies and services.
  • Plan and chair meetings and make professional presentations to Member States' representatives in a "technical officer" role.

Qualifications, Experience and Language skills

 

Master's Degree - Advanced university degree in engineering/science/behavioural science/nuclear/ human resource development/ nuclear education and training or a related field.

Minimum of seven years of relevant direct professional experience working in a nuclear power plant and supporting nuclear organizations or nuclear education and training.
Significant experience implementing NKM and/or nuclear learning and development activities.
Significant experience in project leadership or collaboration at the inter-organizational, national or international level.
Experience in nuclear organization working teams and multi-stakeholder team projects in a technical environment.
Experience leading counterparts and stakeholders, setting goals, roles and responsibilities and coordinating project team execution.
Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

 

Remuneration

 

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $74913 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 38805, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
