ORGANIZATIONAL CONTEXT

The International Development Law Organization (IDLO) enables governments and empowers people to reform laws and strengthen institutions to promote peace, justice, sustainable development, and economic opportunity. IDLO contributes to creating stable and inclusive societies where every person can live free from fear and want, in dignity and under the rule of law.

IDLO is seeking to recruit a Program Associate (Health Law). The position will be based in Kampala, Uganda, and will support the implementation of the Health Law projects, namely, the Global Regulatory and Fiscal Capacity Building Programme: Promoting Healthy Diets and Physical Activity (RECAP) Program and the Pandemic Preparedness and Response Project (PPRP) and other related activities. The Global RECAP Program aims at strengthening national capacity to promote healthy diets and increase physical activity for the prevention of non-communicable diseases (NCDs). The PPRP Program aims at enhancing legal and policy frameworks to prevent, detect and promptly respond to Public Health Emergencies of International Concern and other public health risks, including COVID-19. 

The Health Law Team is responsible for the development, implementation, and support of health-related programs within IDLO. As part of the Health Law team and embedded within the IDLO Uganda Country Office, the Program Associate works in close collaboration with the Health Law Team, the IDLO Uganda State Institutions Support Program Team, other IDLO’s Offices (Headquarters and Field Locations), and internal support functions (e.g Human Resources, General Counsel, Finance, Procurement) to provide coordination, administrative and process support in order to support program delivery.

KEY FUNCTIONS

1. Provide administrative support to the Health Law projects and ensure process integrity;

2. Support the coordination of work and information flow between offices (HQ/Field), consultants, and support functions;

3. Carry out desk research on specific topics in order to provide input to support the development of new proposals, concept notes, briefing notes, summary status reports, and donor narrative reports.

THE POSITION

In close coordination with the health law team and the IDLO Uganda Country office, the Program Associate will be responsible for the following main duties:

1.Provide administrative support to the health law projects and ensure process integrity, including:

  • Assist in the organization of institutional and program events/courses/external visits/presentations, and drafting of reports, and coordinate with other IDLO interested departments about these.  
  • Support mission preparation including preparation of Travel Request, visa, etc.;
  • Ensure internal IDLO processes are followed including preparation and follow up of Travel Requests, Payment Requests, Purchase Requisitions, etc.;
  • Draft meetings minutes, including calls with external donors/partners;
  • Organize and maintain a master file of program-related data and materials, program record files, technical publications, contracts, etc., to be made available to HQ and country-level management when requested;
  • Support the implementation of consistent templates and tools across the various projects;
  • Assist with translations related to the projects (if applicable).

 2. Support the coordination of work and information flow between offices (HQ/Field), consultants, and support functions (e.g. HR, Office of the General Counsel, Finance, Procurement) focusing on the following:

  • Support in processing contracts and amendments for Contractors/Consultants. 
  • Maintain up to date files and alert the Supervisor of action needed to be taken;
  • Coordinate with Human Resources to ensure that administrative aspects of new hires are processed;
  • Provide support to program development including coordinating amongst program teams and support functions;
  • Coordinate the transmission of the draft and narrative reports between offices/units;
  • Initiate the process of obtaining signatures and approvals of documents, including drafting and circulating routing slips;
  • Work closely with the IDLO Uganda Country Office in coordinating Uganda-focused project interventions, and identifying linkages between the Health Law projects and other projects/programmes implemented by the Country Office. 

3. Carry out desk research on specific topics to provide input to support the development of new proposals, concept notes, briefing notes, summary status reports, and donor narrative reports, including:

  • Proposals, concept notes, briefing notes, summary status reports, and donor narrative reports;
  • Provide input into IDLO publications, communications materials, web content, etc.

IDEAL CANDIDATE PROFILE

Education and Experience

  • A University degree in Development, Law, Public Health, or a similar field is required. 
  • 1-3 years of relevant professional experience, providing program support preferably within international organizations/settings.
  • Previous experience working at the intersection between the law and public health would be considered an advantage.

Languages

  • Fluency in English is required. French, Spanish, and any of the widely spoken languages in Uganda would be considered an advantage. 

Specific knowledge, skills, and competencies

  • Excellent written and verbal communication skills.
  • Excellent interpersonal skills and the ability to work constructively with several internal service departments.
  • Familiarity with standard program and data management tools.
  • Works well with others and actively participates, works effectively across and within IDLO organizational boundaries.
  • Ability to work under pressure with tight deadlines, flexibility and an entrepreneurial spirit.
  • Proven ability to see through tasks set and deliver results.
  • Ability and willingness to travel to field locations, if necessary.
  • Sound knowledge of Microsoft Word, Excel, PowerPoint, and other ICT and internet software.
  • Keen sense of ethics, integrity, credibility, and commitment to IDLO’s mandate.

TERMS AND CONDITIONS

For this locally recruited position, IDLO shall offer the selected candidate an Affiliate contract of 11 months, with the possibility of extension subject to performance and availability of funding. 

In addition, IDLO shall offer the candidate a monthly basic salary of UGX 5,121,295, a leave and benefits package, including medical, in accordance with IDLO Employee Regulations and Rules.

This local position is open to candidates who are nationals of the duty station, or with permanent resident status or other legal authorization permitting to work in the duty station. An employee subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international employees.
