OVERVIEW OF THE FUNCTIONS OF THE POST

 

In the context of UNESCO’s work on emergency response and crisis management, two flagship initiatives, namely “Revive the Spirit of Mosul” (for the recovery Mosul in Iraq through culture and education in 2017) and “Li Beirut” (to support the rehabilitation of schools, historic heritage buildings, museums, galleries and the creative economy, following the deadly blast of 4th August 2020) were launched. “Revive the Spirit of Mosul” flagship initiative is under direct implementation of UNESCO’s office in Baghdad/Iraq and the implementation of “Li Beirut” initiative is under the responsibility of UNESCO’s regional office for education in Beirut. In view of the technical and political complexities within both initiatives, a dedicated inter-sectoral Task Force at UNECO Headquarters was created with the main objective to support the planning and monitoring of the implementation, reporting on progress and identifying relevant partnerships to create synergy for UNESCO’s projects.

 

The Project Officer will be supporting the development, implementation and monitoring of the education projects within “Revive the Spirit of Mosul” and “Li Beirut” initiatives in close consultation with education teams in UNESCO offices in Baghdad and Beirut. The post is situated in the Education Sector in UNESCO Headquarters, and will work under the overall authority of the Assistant Director General for Education and the direct supervision of the Director of the Division for Education 2030 and Chief of Education, UNESCO Iraq. Specifically, the incumbent will undertake the following tasks and responsabilities:

  • Lead the information gathering, understand and identify key issues with regards to early humanitarian response, rehabilitation, reconstruction and post-crisis situation contexts to devise sound interventions and support the UNESCO Field Office for Iraq and Lebanon in preparation of necessary project documents;

  • Backstop internal strategic interventions for the Mosul and Beirut Initiatives in liaison with the inter-sectoral Task Force and other relevant services;

  • Manage the liaison processes with the UNESCO Field Offices for Iraq and Lebanon, offices of other concerned UN agencies and the respective focal points in UNESCO Headquarters;

  • Prepare regular reports and briefings and other informational materials as necessary and, in particular, in response to donor requirements;

  • Analyse, evaluate and contribute to the development of strategies to ensure the broader visibility of the Mosul and Beirut initiative within and outside the UN;

  • Mobilise funds and maintain/develop current and new partnerships to ensure the adequate resources are found and efficient partnerships are developed for a strong international support and commitment to the education component of the Mosul and Beirut initiatives as well as other new initiatives on education in crisis-affected situations;

  • Develop, maintain and foster relations with high-level officials and representatives from the Iraqi and Lebanese Governments and representatives of Member States, relevant regional organizations, development agencies, international donor community, UN organizations, and representatives of relevant humanitarian non-governmental organizations.

EDUCATION

  • Advanced university degree (Master or equivalent), in education, social sciences or related areas.

 

WORK EXPERIENCE 

  • Minimum 4 years of progressively responsible professional experiences in the field of education, of which preferably 3 years acquired at international level.
  • Minimum 3 years of experience in the field, negotiations with governmental education authorities and other UN field operations.
  • Demonstrated experience in planning, monitoring, implementing and managing programmes in the field of Education.
  • Experience in a humanitarian assitance and/or socio-economic development context.

  • Knowledge of Education sector structure and internal clearance processes.
  • Excellent communication skills, including ability to draft clearly and concisely for specialist and non-specialist audiences.

  • Ability to establish and maintain effective working relationships in multicultural environment with external and internal partners.    
  • Excellent interpersonal skills, tact and diplomacy.

  • Good IT skills, including knowledge of MS software (Word, Excel etc.).       

 

LANGUAGES

  • Excellent knowledge of English and good knowledge of French.
DESIRABLE QUALIFICATIONS

 

WORK EXPERIENCE

  • Experience in fundraising and resource mobilization.

 

SKILLS AND COMPETENCIES

  • Knowledge of the UN and other inter-agency mechanisms and networks.

 

LANGUAGES

  • Knowledge of Arabic.
