BACKGROUND

The United Nations Educational, Scientific and Cultural Organization (UNESCO) seeks to build peace through international cooperation in Education, the Sciences and Culture, focusing on the achievement of the Sustainable Development Goals in Agenda 2030.

SCOPE OF ASSIGNMENT

Under the overall authority of the UNESCO Representative in Cambodia, the supervision of the Chief of the Education Unit, and direct supervision of the STEPCam Programme Manager, the incumbent will provide technical support to the planning, monitoring, reporting and evaluation of STEPCam activities.

 

The International Consultant will work in close consultation and collaboration with the STEPCam team, relevant technical departments of the MoEYS and other development partners.

CONTRACT DURATION, LOCATION, AND OTHER CONDITIONS

The duration of the contract will be for a period of 11 months, indicatively from 1 February 2021 to 31 December 2021 during which the International Consultant is expected to provide continuous M&E technical assistance. It is expected the Consultant will be based at UNESCO Phnom Penh office for the duration of the contract and to closely liaise with relevant department mentioned previously including M&E Department.

REQUIRED QUALIFICATIONS AND EXPERIENCE
  • A relevant university degree in social science, education or statistics.
  • A minimum of 10 years of progressively responsible experience in the Education Sector, providing technical assistance in the monitoring and evaluation of education projects
  • Strong competencies in education statistics and analysis
  • Excellent planning, organizational, monitoring, writing and coordination skills
  • Very good communication skills
  • Excellent verbal and written English language skills
  • Ability to work collaboratively with counterparts in government and at sub-national levels
  • Ability to deliver results amid tight deadlines.
  • Excellent planning, inter-personal, facilitation, and coordination skills;
  • Excellent written and spoken Khmer and English;
  • Previous working experience with Ministry of Education, international organization, such as NGOs or UN in Cambodia or abroad, preferably in education, is considered essential.
