CHAI’s global malaria program provides direct technical and operational support to countries around the globe to strengthen their malaria programs and reduce the burden of this preventable, treatable disease. We support governments to scale up effective interventions for prevention, diagnosis, treatment, and surveillance, with the goals of sustainably reducing the number of malaria-related illnesses and deaths worldwide in the short-term and accelerating progress towards malaria elimination in the long term.

 

Countries in the Greater Mekong Sub-Region are progressing towards malaria elimination, and their malaria programs will need to rapidly detect and effectively treat infections, map areas where malaria transmission persists, and tailor and target intervention packages according to local contexts. CHAI is working to help malaria programs across the region achieve their ambitious goals by providing operational and technical support to strengthen surveillance systems, improve evidence-based planning, better manage programs, and coordinate activities regionally.

 

Overview of Role:

 

CHAI is seeking a highly motivated individual with strong public health experience and analytical skills. This role offers a unique opportunity for a talented individual to apply epidemiological and analytical skills to guide the operations of a cross-country disease elimination program. The Associate will primarily support the countries CHAI supports in the Greater Mekong Subregion (Cambodia, Vietnam, Laos and Myanmar). Specifically, the Associate will assist with data analytics in the region to support malaria elimination strategies. This will include, but is not limited to, developing data visualizations (e.g. dashboards), analysis of routine malaria surveillance data and intervention data, developing maps of malaria indicator data, and monitoring and evaluation of ongoing projects. The individual will collaborate with a diverse team based across multiple countries, government programs, academics and public health agencies. It is expected that the Associate will need to partner with government programs, academics and public health agencies to ensure CHAI’s work is complementary and not duplicative.

 

The Associate will be part of the Global Malaria team, based in the region, and will report directly to the Technical Advisor.

Responsibilities
  • Serve as a thought partner, manage and implement analytical projects related to malaria epidemiology, intervention and surveillance, as required;
  • Provide high-quality analytical support to CHAI country teams, government staff, and relevant partners, which includes:
    • Design (defining research questions, protocol development, survey and sampling design), implementation (formulating training material, training and monitoring survey data collectors), analysis and dissemination of operational research
    • Organize, clean, and integrate primary and secondary epidemiological and spatial datasets;
    • Conduct statistical and spatial analyses using various types of data, including demographic and census data, patient and health facility surveillance data, travel history and human mobility data, amongst others. Analysis will include, but is not limited to basic statistics, descriptive analysis and simple regression, developing and interpreting malaria risk maps and stratifications;
    • Work directly with governmental staff to better integrate epidemiological, entomological, and programmatic data use and analysis into routine programmatic activities at all levels of the health system
  • Developing and implementing M&E for CHAI and program activities, including monitoring and evaluating the implementation of relevant malaria interventions; and surveillance system assessments
  • Supporting institutionalization of data reviews at all levels, including the development of data collection tools and dashboards (e.g. Tableau, etc.)
  • Provide technical supervision, training and ad-hoc programmatic support to staff members involved in epidemiological activities, for example providing support to analytical content (e.g. data management best practices, online data collection tools) and surveillance strengthening activities (e.g. improved data quality and use);
  • Synthesize results, translate them to national and sub-national government partners, non-technical partners and CHAI teams to support evidence-based decision making, and disseminate findings through high-quality presentations, reports, and publications internally and externally at international venues;
  • Developing and maintaining strong working relationships with key stakeholders across government and non-governmental organizations, and academic partners, with support from Technical Advisor;
  • Any other tasks identified.
Qualifications
  • Master's degree in Public Health, Epidemiology, or related field;
  • 1+ years of working experience related to the above responsibilities;
  • Familiarity with monitoring and evaluation of surveillance systems and/or public health programs;
  • Strong experience with data entry, data management and statistical analysis of primary and secondary epidemiological datasets using statistical software (R, SAS, STATA and/or other relevant software)];
  • Experience generating maps, managing and analyzing spatial data using spatial software (e.g. ArcGIS, QGIS);
  • Experience with data visualization applications (e.g. Tableau);
  • High levels of proficiency in Microsoft Word, Excel, PowerPoint, and internet applications;
  • Ability to work independently in remote and unstructured settings and to adapt to new environments and challenges;
  • Enthusiasm for applying research methods to solve global health problems;
  • Exceptional written and oral communication and presentation skills, including effective communication of results through data visualization to audiences of varying technical backgrounds;
  • English fluency;
  • Willingness to travel (up to 30-40% of time).

 Advantages:

  • Knowledge of malaria and/or other major global infectious disease problems;
  • Proven experience in disease surveillance and strengthening information systems, including working with electronic surveillance platforms (e.g. DHIS2), electronic data collection tools (e.g. ODK);
  • Experience with relational databases and how to write queries to extract information for data analysis;
  • Experience with designing and implementing epidemiological field surveys;
  • Experience working and communicating with government officials and multilateral organizations;
  • Experience living or working in resource-limited settings;
  • Experience working with a decentralized team;
  • Proficiency in of any of the working languages in the supported countries in the GMS – Burmese, Khmer, Laos, Thai, and/or Vietnamese.
