OVERVIEW OF THE FUNCTIONS OF THE POST

 

Under the overall authority of the Assistant Director-General, Education (ADG/ED), guidance from the Director of the Division for Education 2030 and direct supervision from the Chief of Section of Higher Education, the incumbent is responsible for implementing, monitoring and reporting on higher education projects and programmes, with an emphasis on the internationalization of higher education, university collaboration and academic mobility. The incumbent will be expected to perform the following essential duties:

Long Description
  • Implement, monitor, evaluate and report on projects and programs, assuming one or more thematic and/or focal responsibilities, including the UNESCO Conventions on the recognition of higher education qualifications. 
  • Provide advice to governments, management, higher education institutions, National Commissions and colleagues on internationalization and mobility policies 
  • Contribute to, and provide strategic guidance on, the activities and projects of UNESCO related to the recognition of qualifications and coordinate technical support to Member States and partners in this area.
  • Provide guidance and monitor the work of regional and field offices in the domain of higher education and offer technical support, including capacity development resources, to field staff.
  • Maintain and develop collaboration within the UNESCO Education Sector with other programme Sectors, Regional Bureaus and Education Category I Institutes on the design, implementation and evaluation of the programme.
  • Contribute to resource mobilization by playing an active role in funding and project proposal developments, submissions and follow-up. Locate and mobilize resources, and ensure the preparation of extra-budgetary projects progress reports, including the submission of essential information to concerned parties to support the timely finalization of accurate financial reports. 
  • Participate in programme development (C/5) discussions and in the formulation of specific initiatives related to higher education.

EDUCATION
•    Advanced university degree (Master's degree or equivalent) in higher education, education policy and management, public administration and law. 

 

WORK EXPERIENCE
•    A minimum of 4 years of relevant professional experience in higher education policies and planning, of which preferably 2 years acquired at  international level.
•    Experience in research and/or teaching at the higher education level. 

 

SKILLS AND COMPETENCIES

•   Recognised ability to link higher educational policies and planning to wider societal and economic needs.

•   Proven ability to draft high quality, clear, concise documents and reports.

•   Demonstrated fund raising and resource mobilisation skills. 

•   Excellent coordination, interpersonal and negotiation skills, as well as an ability to network with a range of partners, donors and other stakeholders.

•   Excellent presentation skills and ability to communicate effectively and persuasively in a multicultural environment.

•   Excellent IT skills.

 

LANGUAGES
•    Excellent knowledge (written and spoken) of English and good knowledge of French.

DESIRABLE QUALIFICATIONS

 

EDUCATION
•    Advanced university degree (PhD or equivalent) in education, public policies or in an area related to development or planning. 
•    Advanced training in normative instruments of the UN system.

 

WORK EXPERIENCE
•   Proven experience in providing expert advice on mobility, recognition and internationalization strategies at the international level.

•   Demonstrated professional experience in management, design and coordination of education plans and strategies at the international level.

 

SKILLS AND COMPETENCIES
•    Demonstrated professional experience in management, design and coordination of education plans and strategies at the international level.
•    Knowledge of the 2030 Global Agenda for Sustainable Development, its related goals (SDGs) and, in particular, SDG 4.

 

LANGUAGES
•    Knowledge of another official language of UNESCO (Arabic, Chinese, Russian and/or Spanish).
