OVERVIEW OF THE FUNCTIONS OF THE POST

 

The Cabinet of the Director-General is established with the aim to support the Director-General and her Advisors in defining strategic orientations and managing institutional relations, including in the field of education, in liaison with UNESCO’s Education Sector.  This work will also contribute to ensuring UNESCO’s mandate as the lead United Nations agency on the Sustainable Development Goal 4 on Education.  

 

Under the overall authority of the Director of the Cabinet, the incumbent participates in key cabinet activities and contributes to the execution of the Cabinet of the Director-General’s mandate. 

 

The incumbent will:

Long Description
  • Provide senior-level strategic decision-making support to the Director-General and the Director of the Cabinet on matters related to the Education Sector.
  • Monitor issues pertaining to the programme of the Education Sector in coordination with the relevant services.
  • Review and analyze requests, reports and other documents submitted by the Education Sector to the Director-General.  Identify in these documents critical elements that should be highlighted for the Director-General’s attention, obtaining additional information or clarification from the Education Sector when necessary.
  • Provide guidance and draft proposals and recommendations on actions to be taken for the Director-General’s consideration and final decision.
  • Collaborate effectively with the leadership of the Education Sector and other sectors as appropriate, promoting appropriate exchange of information among sectors, field offices and the Cabinet of the Director-General.
  • Contribute to the formulation of the education strategies and related work processes and collaborate in a team approach to the delivery of UNESCO's mandate in education, ensuring effective coordination between the Cabinet of the Director-General and the executive office and other colleagues of the Education Sector.
Long Description
  • Elaborate and manage, with the relevant cabinet members and services, the communications of the Director-General, including speeches and interviews, related to education.
  • Carry out research and consultations in preparation of the Director-General's meetings, including with high-level personalities in the field of education; participate in the meetings and draft the minutes of the meetings, ensuring that appropriate follow-up action is taken by the Education Sector and any other sector on any outstanding issues.
  • Ensure timely and appropriate action is taken on programme issues as well as ensure that the Director-General's decisions are implemented.
  • Participate in travels on mission with the Director-General and contribute to the preparation of the Director-General’s official visits, which may include the preparation of programmes and briefings, examining official correspondence from representatives of Member States and drafting/reviewing responses, accompanying the Director-General in official visits, ensuring that appropriate follow-up is taken of the discussions held by the Director-General with partners and coordinating with the Education Sector and other sectors, when necessary, the related instructions.
  • Participate in relevant working groups and task forces and coordinate the proposals to be submitted to the Director-General.
  • Vet, and when necessary, redraft documents submitted by the Education Sector for the Governing Bodies including as regards strategic documents concerning UNESCO's positioning in the United Nations system.
  • Draft related working documents as well as briefing notes and provide substantial input for UNESCO’s Executive Board and General Conference.

Education

  • Advanced University degree (Masters or equivalent) in the field of education, international relations, political science or social science.

 

Work Experience

  • A minimum of seven (7) years of progressively responsible relevant professional experience in the fields of international relations and education, of which preferably three (3) years acquired at international level.
  • Experience in providing advice to Senior Management.
  • Experience in supervising staff.

  • Knowledge of UNESCO's mandate, vision, strategic direction and priorities.
  • Very good knowledge and understanding of UNESCO’s programmes in its various fields of competence and of the approved programme priorities and proven ability to identify emerging trends, needs and priorities of the Education Sector and ability to articulate a variety of issues with the Organizations’ priorities.
  • Very good knowledge of the work and general functioning of international organizations and the UN System.
  • Ability to collect evidence, synthesize and critically analyze information or data on multiple and complex matters from various sources for informed decision-making purposes by the Director-General or Director of the Cabinet of the Director-General.
  • Solid written and oral communication skills with proven ability to prepare and draft clear concise documents, reports and recommendations and the ability to present and discuss findings on issues of a technical nature in the area of education clearly and concisely.
  • Excellent organizational, coordination and interpersonal skills including the ability to interact with a wide range of stakeholders within and outside of the Organization and the ability to work in a team, including supervising staff, and to maintain effective working relationships in a multicultural environment.
  • Strong analytical, anticipation and problem solving skills with ability to identify key strategic issues, objectives, opportunities and risks and the ability to take initiative and to handle assignments, working with a high degree of independence, on various matters related to advice, operations, policy analysis, political issues and organizational-wide issues in the area of education.
  • Ability to assess and monitor activities and to take responsibility for ensuring that appropriate follow-up action is taken and the Director-General’s decisions are implemented.
  • Ability to prioritize work to meet tight deadlines, to manage heavy workloads and to work under pressure.
  • Strong sense of ethics, integrity, tact, discretion and diplomacy.

 

Languages

  • Excellent knowledge of English and French.

 

DESIRABLE QUALIFICATIONS

 

Education

  • Advanced University degree (PhD) in the fields of education, international relations, political science or social science.

 

WOork Experience

  • Previous work experience within UNESCO, or in another UN agency, in a relevant context.

 

Skills & Competencies

  • Knowledge of other fields of work of UNESCO.

 

Languages

  • Knowledge of another official UNESCO language (Arabic, Chinese, Russian or Spanish).
