The MEAL Specialist is dedicated to the MADAD LINKED Consortium, a Consortium funded by the EUTF (MADAD) and implemented by 4 NGOs (DRC, Mercy Corps, OXFAM and Al Majmoua) with the objective to contribute to sustained, inclusive and sustainable economic development in Lebanon. He/she is sought by DRC, the Consortium Lead, to join a Consortium Management Unit (CMU) which ensure that the core functions of the programme are carried out in a timely and effective manner. Your main duties and responsibilities will be:

Programme Monitoring, Evaluation, Accountability and Learning:

  • Develop and continuously update the Consortium MEAL strategy and workplan and lead on implementation of the programme’s feedback and complaint mechanisms
  • Ensure that the Consortium’s team members are supporting all efforts towards accountability, specifically to beneficiaries and in line with the donor (EUTF MADAD) and international standards
  • Ensure the development of appropriate monitoring, tracking and reporting systems, tools and templates that enhance monitoring of programme outputs and quality
  • Develop and improve systems that strengthen the Consortium’s ability to analyze, improve, and represent impact internally and externally and most of all to communities themselves.
  • Support the CMU in the Consortium Technical Working Group meetings

Consortium Coordination

  • Play the lead role in developing, coordinating and implementing the Consortium’s research and evaluation agenda
  • Act as the Consortium’s lead authority on matters relating to MEAL across the Consortium members, supporting MEAL colleagues at field levels as appropriate
  • Organize and run MEAL workshop and review or the consortium and ensure coordination of data collection and compiling

Quality Management:

 

  • Responsible for the development of base values, MEAL plans in pursuit of high impact and cost effective program strategies and activities, in line with the LINKED programme’s logframe
  • Participate in project Kick-off meetings, review meetings and close-out meetings in order to highlight cross-project components aimed at replicating good practices and strengthening synergies between the Consortium members
  • Develop and maintain MEAL tools, materials for all the Consortium members.

Capacity Building:

  • Provide timely and high-quality advice to the CMU and Consortium members’ staff as required;
  • Train and support sectors and field staff to improve the field monitoring or any other MEAL needs, in coordination with the DRC MEAL Coordinator and the Consortium members’ MEAL colleagues

About you

To be successful in this role we expect you to have a high level of financial planning, compliance, budgeting management, partnership management and strong coordination and communication skills to support the (consortia) partners and ensure effective and efficient financial management for the consortia and partnerships. Moreover, we also expect the following:

 

Required

  • At least 3 years' experience in relevant field
  • Prior experience with INGOs in the MEAL sector
  • Demonstrated strong monitoring and evaluation skills, including planning/participating in evaluations
  • Full professional proficiency in English and Arabic
  • Proven experience in effectively working with a variety of donors’ requirements including ECHO, EU, OFDA and UN agencies.
  • Proven ability to create and utilize qualitative and quantitative MEAL methods and analyses in organizational planning
  • Confident & proficient in the use of MS Office, and advanced Excel proficiency.
  • 2 years valid Lebanese driver's license

Desirable

  • Experience working with Consortium’s and partnerships (preferable)
  • A postgraduate degree or advanced professional qualification in statistics, demographics, public health, or international development (preferable)
