Deputy Chief of Technical Monitoring Centre (TMC)

The general minimum requirements for working with the OSCE are:

• Excellent physical condition
• Possession of a valid automobile driving license and ability to drive using manual transmission
• Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure

The general minimum requirements for working in this field of expertise are:

• Demonstrable organizational skills
• Proven ability to communicate effectively, both orally and in writing
• Demonstrable interpersonal skills and documented experience in negotiations
• Depending on the field activity's mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required
• Negotiating experience, preferably in the area of monitoring operations and/or related activities

Furthermore, this level of responsibility requires the following:

Education:

First-level university degree in business administration, international relations, operations management, or related field; or graduate of a national military, police or emergency response academy at officer level with subsequent experience running 24/7 watch or control centres

Experience:

Minimum 6 years of relevant professional experience

Additionally, this particular post has specific requirements:

Mandatory:

• Minimum six years of relevant professional experience in any of the following fields: staff officer in military, police, emergency response, or international organization watch offices or control rooms, or experience running operations or duty offices in deployed field activities;
• Experience in managing of operations and activities conducted on a 24-hour basis, including planning of shifts and management of shift workers;
• Proven ability to draft, edit and produce concise and coherent reports incorporating narrative, visual and tabular data within tight deadlines;
• Demonstrated critical thinking, problem-solving skills and the ability to work under pressure;
• Experience in coordinating staff with diverse experience in monitoring room environment;
• Professional fluency in English, both oral and written, and ability to communicate clearly and concisely;
• Ability to assess situations and react rapidly, as well as to adjust and cope with changing tasks and priorities;
• Experience in the application of technological monitoring systems to monitoring activities in the field;
• Ability to operate Windows applications including Word, Excel and Outlook, as well as familiarity with internet search engines and techniques;
• Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into shift management and recruitment;
• Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure; proven resilience to high stress environments;
• Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and different professional experiences, diverse political views, while maintaining impartiality and objectivity.

Desirable:

• Possession of a valid automobile 'Class C' driving license;
• Experience in off-road driving;
• Working knowledge of Ukrainian and/or Russian language(s);
• Experience in working in an international environment;
• Experience in working in Eastern Europe and/or knowledge of the region;
• Experience with Access or other commercial databases;
• Awareness of GIS software and capabilities.

Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a nonfamily duty station. This designation is based on the fluid and dynamic working environment in the SMM. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules.

In order to effectively use, manage and store information received from technical monitoring means, the SMM operates a Technical Monitoring Centre (TMC) under the direction and supervision of the Operations Unit. Live feeds from SMM camera systems are transmitted to the TMC for 24/7 monitoring and recording of Minsk agreements violations, development of real time situational awareness and support to all Operations Unit activities in the field.

Under the overall guidance of the Head of Operations and direct supervision of Chief Technical Monitoring Centre, as Deputy Chief Technical Monitoring Centre, you will be responsible for co-ordinating daily operations of the TMC, ensuring timely fulfilment of staffing requirements, support and maintenance of technical monitoring assets in the TMC. Specifically , you will perform the following specific functions:

1. Ensuring the adequate 24/7 staffing of shifts by teams, coordinating teams via Analytical Support Officers and managing all other related administration of human resources according to SOP, guidelines and internal memos in TMC;
2. Providing subject matter advice and technical expertise to TMC;
3. Liaising with relevant Units/Sections at Head Office and field teams to determine necessary operational, logistical and training support for TMC;
4. Ensuring timely maintenance of TMC technical components and its uninterrupted functioning;
5. Managing reports, documents, files, equipment and materials as per OSCE standard procedures;
6. Performing other duties as assigned.
