The recruitment process for General Service positions is subject to specific local recruitment criteria. The ILO may only offer a contract to persons who have a valid residency status and work permit in Turkey.

Development cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given at the first step of the grade. Extensions of development cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction

 

The project is funded by the EU and linked to CPO TUR 101 under Outcome 7 on Adequate and Effective Protection for All. 

 

The overall of the project is the elimination of the worst forms of child labour (WFCL) in seasonal agriculture with a specific purpose to enhance national and local capacity for the elimination of the worst forms of child labour in seasonal agriculture as well as providing services to children at risk and their families.

 

The project will contribute to overall policy advocacy and implementation, expansion of knowledge base and improvement of institutional capacity for the elimination of child labour in seasonal agriculture. In this respect, all planned interventions have a counterpart in the national policy documents and contribute to achieving national objectives at the macro level.

At the micro level, the project will strengthen the central and local capacity of the MoFLSS as well as local authorities for the elimination of the worst forms of child labour in seasonal agriculture. In addition, awareness of the general public, families, decision makers, employers, intermediaries, school principals, teachers and media concerning child labour will be raised and policy dialogue for the elimination of WFCL in seasonal agriculture will be improved.

 

The project will support withdrawal/prevention of children from seasonal agricultural work and provide them with education services through five outcomes as described below:

 

Outcome 1: Working/at-risk children are withdrawn or prevented from work in seasonal agriculture; families, employers, agriculture intermediaries and village heads abstain from or take action to combat child labour

Outcome 2: MoFLSS, workers’ and employers’ organisations, gendarmerie, NGOs take coordinated action for policy development and implementation to eliminate the WFCL

Outcome 3: Willingness among general public and target groups for eliminating child labour in seasonal agriculture is enhanced

Outcome 4: Advocacy for, formulation, planning and implementation of policies to eliminate child labour in seasonal agriculture is enhanced.

Outcome 5: Coordination and cooperation between stakeholders in areas of implementation and management of child labour interventions at national and local level is strengthened.

 

Reporting Lines

 

The ILO will be operationally and technically responsible for the referred project which will be implemented and managed by the ILO in close cooperation with the Directorate General of Labour of the MoFLSS and social partners. The Social Support Assistant will closely work with the Social Support Officer and undertake the below mentioned duties under the supervision of the Senior Project Coordinator.  

 

The Social Support Assistant will report to the Senior Project Coordinator under the overall supervision of the Director of the ILO Office for Turkey.

Description Duties

  1. Provide assistance for the timely delivery of the project results and outputs and social support activities in the field including coordination of social counsellors.
  2. Support monitoring progress of the relevant project activities by providing inputs/feedbacks to work-plans, progress reports, final report and other data for clarity, consistency and completeness.
  3. Support coordination of logistical and organizational matters and monitoring implementation of training, seminars and meetings by consultants and service providers.
  4. Assist coordination of social counsellors and consultants for efficient and timely delivery of project activities.
  5. Assist identification of children, planning, scheduling and implementation of activities targeting children and families.
  6. Assist coordination of necessary referral and counselling as part of the multi-staged intervention consisting of identification, referral, counselling, rehabilitation and monitoring of children.
  7. Provide assistance to the project team in organizing their schedule, meetings and missions to the project provinces.

  1. Assist in drafting terms of references for external collaboration contracts particularly for consultants and social counsellors to be contracted in the field.
  2. Working in close collaboration with the Social Support Officer, provide follow-up action on the external collaboration contracts in terms of timely delivery of outputs.
  3. Assist in the preparation of technical reports and documents and maintain administrative records.
  4. Assist in the logistics and organization of project events, trainings and meetings in project provinces. Prepare and follow-up on invitation letters/cards sent for project activities and trainings.
  5. Compile and maintain a record of contact details of project stakeholders, national and local partners, media and non-governmental organizations.
  6. Draft official correspondence, statements and speeches and other public information material on the elimination of child labour in seasonal agriculture.
  7. Perform necessary tasks under the ILO’s internal integrated resource utilization system (IRIS) and software.
  8. Undertake regular missions to project sites accompanying others to the field for monitoring of direct intervention activities.
  9. Perform other duties as may be assigned by the Director of ILO Office for Turkey.

Education

  • Completion of secondary school education.

Experience

  • At least 6 years of general work experience.
  • At least two years of specific professional experience in project/programme management - designing, implementation and monitoring of projects/programmes in the field of social policies.
  • Experience in working with vulnerable groups including children will be an asset.

Languages

  • Excellent command of English and Turkish both oral and written.
