OVERVIEW / BACKGROUND

The Convention on the Protection of the Underwater Cultural Heritage adopted in 2001 (UCH Convention) is one of UNESCO’s culture conventions. The UCH Convention sets out basic principles for the protection of submerged heritage sites; establishes a detailed State cooperation system; and provides widely recognized practical rules for the treatment and research of UCH. The objective of the UCH Convention is to protect UCH sites from the increasing threats of unregulated excavations, illegal pillage, ill-managed development projects and environmental and climate impacts through international cooperation. At present, a total of 65 countries joined the UCH Convention, which includes twelve member states in the Arab region.

UNESCO Regional Bureau for Sciences has been providing its assistance for the promotion and the effective implementation of the UCH Convention at the country and regional levels. The recent activities supported by UNESCO include the webinar “The Ocean’s Past – Underwater Archaeology and Ocean Science” (June 2020), the publication of a report on UCH Education and Training in the Arab States that will support the development of a regional capacity building programme for the UCH protection and management.

2021 will make the 20th anniversary of the adoption of the UCH Convention and the launching of the UN Decade of Ocean Science for Sustainable Development (2021-2030). The UCH community has formed the Ocean Decade Heritage Network[1] to ensure its contribution to the Decade of Ocean Science for Sustainable Development.

WORK ASSIGNMENTS

Under the overall authority of the Director of UNESCO Regional Bureau for Sciences in the Arab States in Cairo and the direct supervision of the Programme Specialists for Culture, the Individual Consultant will develop a text in English (up to 20 pages) and identify visual materials (20 photos) to produce a reader-friendly information brochure to introduce the fundamentals of the maritime and underwater archaeology and the UCH Convention to key stakeholders in the Arab region, including national and local authorities, terrestrial archaeologists, archaeology students, and the sports diving community. The information brochure highlights the linkages between the UCH protection and management and sustainable development. And the Sustainable Development Goals (SDGs).  The text and photos produced under this assignment will be translated into the Arabic for further dissemination in the region.

In this regard, the consultant shall perform the following;

  1. Conduct desktop research to identify the past and existing information/communication and educational materials and other relevant documents to develop a draft text and determine key messages for the information brochure which will cover the following aspects; 
  • Examples of maritime and underwater heritage in the Arab region in different categories, including ancient harbours, submerged landscapes, fish traps, shipwrecks, etc. as well as associated knowledge/skills such as seafaring, shipbuilding, oral histories, rituals and social practices;
  • Highlights of success stories and projects in the UCH protection and management for sustainable development in the region;
  • Basic principles of the UNESCO UCH Convention and UNESCO Code of Ethics for Diving on Submerged Archaeological Sites[1];

Long Description
  1. Submit the draft text in English (up to 20 pages) together with a list of suggested suitable visual materials (up to 20 photos) with information on copyright/source to accompany the text to UNESCO for feedback;
  2. Update the draft by integrating feedback from UNESCO, and submit the final version of the text and the list of suggested photos to UNESCO for approval.
  3. In line with UNESCO’s priority on gender equality, the Individual Consultant is expected to integrate a gender perspective in undertaking this assignment and apply gender-mainstreaming concepts whenever feasible.

  • Master's degree in maritime and underwater archaeology, terrestrial archaeology, maritime history, and other related field.
  • Minimum ten-year professional experience in research and education in maritime and underwater archaeology focusing on the Arab region, including information and communication activities.
  • Excellent writing and editing skills in English for external communications and public outreach.
DESIRABLE QUALIFICATIONS
  • Previous experience in preparing information and communication materials for the UN and/or UNESCO, preferably, on heritage-related subjects.
