ABOUT WFP

The United Nations World Food Programme (WFP) has been presented in Myanmar since 1994 and is now focusing on helping the Government reach its national Zero Hunger Challenge by 2025. WFP’s work in the country is guided by three priorities: emergency preparedness and response; nutrition; and provision of social safety nets.

STANDARD MINIMUM QUALIFICATIONS

Education:     Advanced University degree preferably in Development, Engineering, Economics, Nutrition/Agriculture, Environmental Science, Social Science or any other field relevant to international development assistance, or First University degree with additional years of related work experience and/or training/courses. 


Language:     Fluent in written and oral skills in both English and Myanmar

ORGANIZATIONAL CONTEXT

WFP’s mission is to help the world achieve Zero Hunger by 2030 as per the Sustainable Development Goal (SDG) 2. It works to ensure that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need.

The Myanmar CSP 2018-2022 approved by the WFP Executive Board in November 2017 and it aims to contribute to three Strategic Outcomes that are aligned to four Strategic Results of SDG 2 (Zero Hunger) and SDG 17 (Partnerships for Development). A total of eight Activities are planned  to be implemented to achieve the contributions to the three Strategic Outcomes.

Under the Integrated Road Map (IRM) WFP has committed to a new way of working, linking not only all activities to the defined Strategic Outcomes, but also linking the resources used for implementing the activities to the results achieved.

The three strategic outcomes are:

SO 1: “Crisis-affected people in food insecure areas meet their food and nutrition needs all year round.” Lifesaving food and/or cash will be provided to women, men, girls and boys affected by natural disasters, armed conflict, and inter-communal violence.

SO 2: “Vulnerable people in states and regions with high food insecurity and/or malnutrition have access to food all year round.” WFP will provide food/cash assistance to vulnerable populations, while providing technical assistance to support the government in strengthening its social protection programmes, food systems and emergency preparedness capacity.

SO 3: “Children under 5 in Myanmar have improved nutrition in line with national targets by 2022.” WFP will contribute to increasing the availability and access to safe and nutritious food for vulnerable and affected populations in crisis and non-crisis situations to enhance their nutrition and resilience. WFP will also support the government in implementing national nutrition actions, including SBCC, preventive nutrition specific and sensitive interventions, and scale-up of management of acute malnutrition.

JOB PURPOSE

This job is located in WFP Myanmar office in Nay Pyi Taw.
Job holders are likely to be working under the close support and guidance of a more experienced professional staff member receiving guidance and regular feedback on work performed. They are typically involved in programme or policy activities or similar nature and analytical work of limited complexity. The purpose of this job is to provide support to policy and programme activities that effectively meet food assistance needs.
Activity management on the planning, implementing, reporting and institutional capacity strengthening activities in partnership with functional areas and close collaboration with Government Ministries to support the achievement of the strategic outcome 2 of CSP.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of Deputy Head of Programme and overall supervision by the Head of Programme/ Deputy Country Director the incumbent will perform the following duties:-

1.    Responsible for overall programme management of Asset Creation and Livelihood (ACL) activities; plan and design the programme activities, including planning outputs and resource requirements, together with relevant partners and beneficiaries, integrating cross-cutting themes such as gender, M&E and CBT.
2.    Contribute to the formulation and review of the CSP and in translating the Strategic Outcomes from the CSP into activities that will achieve the expected results.
3.    Collaborate with the government at national level and regional level for establishing agreement and/or annual workplan and collaborating for activity implementation in achieving outputs and outcomes in support of national strategies.
4.    Support country office strategic discussions on integrating Asset Creation and Livelihood activities into partnership approaches with the International Financial Institutions, in particular  the World Bank and the Asia Development Bank.
5.    Perform day to day management of activity programmes under the leadership of the person with strategic outcome responsibilities. Where applicable, coordinate with and provide support to Field Offices and other colleagues in implementing and monitoring activity operations.
6.    Provide programme technical guidance and build capacities of WFP and Cooperating Partners’ staff on ACL, food system strengthening and resilience building including the corporate tools such as Community Based Participatory Planning (CBPP), Feasibility assessments, Seasonal Livelihood Programming. 
7.    Research and analyse a range of policy and operational issues to inform the development of policies, programmes and activities.
8.    Manage the activity programme’s budget, monitoring expenditures against outputs as the programme progresses.
9.    Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
10.    Liaise with internal and external counterparts to ensure effective collaboration, monitor ongoing projects and highlight potential risks to project delivery.
11.    Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages.
12.    Engage in resource mobilization efforts for the activity and coordinate with PCR unit for fundraising and reporting; (e.g. preparing proposals, raising funds, etc.)
13.    Lead the recruitment and development of individuals to the activity programme teams, developing and maintaining a network of relevant experts. Manage the performance of the activity programme teams. 
14.    Perform other related duties as required.

OTHER SPECIFIC JOB REQUIREMENTS

1. Policy, research and analysis:
a) Collaborate with government and other development partners to identify a research agenda for generating evidence for social protection 
b) Undertake research, compile and analyze information to support the research agenda;
b) Distill lessons learned and good practice from other countries with shock responsive social protection programming, identify implementation challenges and results;
c) Identify opportunities for pilot programmes and policy work;
d) Provide written inputs into research/ policy papers, reports and strategy documents on social protection in Myanmar, and in particular the expansion of social protection programming to protect vulnerable populations from shocks and the inclusion of food security and nutrition considerations.


2. Knowledge and information sharing:
a) Co-ordinate and liaise with functional and Strategic Outcome teams, regional bureau and headquarters to ensure effective collaboration and share learning related to social protection
b) Maintain a knowledge and information sharing platform to update and communicate with relevant stakeholders on bridging the humanitarian and development gap;
c) Develop and ensure a knowledge management approach for social protection;
d) Assist in organizing workshops and seminars.


3. Operational support/ project management:
a) Draft relevant sections of project documents, fundraising proposals and progress reports;
b) Co-ordinate and liaise with functional and Strategic Outcome teams and external stakeholders to explore the utilisation of risk analytics to inform national social protection programme design;
b) Support WFP Country Office in organizing project planning missions, meetings and briefings in area of expertise and engagement.


4. Partnerships:
a) Identify, establish and maintain partnerships with the Ministry of Social Welfare, Relief and Resettlement and other relevant government entities, UN agencies, development partners, research partners and academic institutions etc. to explore the implementation of the shock responsive social protection Roadmap and ASEAN Guidelines
b) Participate and support WFP Country Office contribution to broader national level discussions and policy/strategy development for social protection and bridging the humanitarian-development divide etc. in technical working groups/forums by providing inputs to technical discussions, sharing experiences and knowledge, and looking for the collaboration opportunities;
c) Support capacity strengthening of WFP staff, Government institutions and staff at both national and subnational levels and relevant partners in technical skills in social protection related topics, in particular how to consider the impact of shocks.

5. Other Duties: Undertake other related duties, as may be assigned by the Strategic Outcome Manager .

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Knowledge & Skills:    

•    At least five years of progressively responsible experience in managing large-scale development, humanitarian and emergency response operations, including coordination with internal and external stakeholders;
•    Experience in leading large work-force/human resources from multiple disciplines;
•    Experience in partnerships with national governments and advising senior national staff;
•    Skills and experience in overall management, leadership, team and consensus building, time and financial management, report writing, planning, prioritizing and negotiating with clear results orientation;
•    Experience in managing/chairing committees on procurement and logistics services;
•    Experience in developing and managing relationships and national capacity building initiatives with UN agencies, NGOs, private sector and/or government organizations;
•    Experience in monitoring operational successes and suggesting areas of improvements;
•    Experience in supervising teams of professional and support staff.
