The position of the Marketing and communications analyst will be part of the team under the Chief Digital Officer and report to the Chief Digital Officer.

Duties and Responsibilities

The Marketing and communications analyst is responsible for the following: 

Build awareness among key audiences and areas of interest

  • Work with Chief Digital Office workstream leads to target key stakeholder groups to grow awareness and engagement with the UNDP digital transformation agenda.
  • Coordinate the development of marketing and communications content with workstream leads
  • Support the development of internal and external communications narratives and positioning.
  • Work closely with relevant UNDP communications colleagues to promote UNDP’s work and key messages

Develop marketing and communications materials

  • Develop and distribute success stories/case studies of UNDP and CDO digital initiatives, including digital innovations, COVID-19 digital responses, and internal transformation initiatives.
  • Work with CDO team members to produce thought leadership articles and artifacts.
  • Produce written articles to highlight digital initiatives across UNDP to increase engagement with the digital strategy.
  • Support development of marketing copy for CDO initiatives such as digital sprints, country office support, and the advocates network.
  • Support the compilation and development of funding materials for key donors, government, and partner audiences.

 

Manage social media and digital communications

  • Manage the growth of global audiences through social media and other digital channels
  • Actively curate content ready for social media engagement across preferred mediums.
  • Coordinate regular updates to priority stakeholder groups; both within UNDP and with external partners and other United Nations agencies.
  • Seek opportunities and partnerships to promote UNDP and its priorities through social media.

Required Skills and Experience

Education:

Master's degree or equivalent in communications, journalism, international relations, fine arts or related fields.

First degree acceptable with an additional two years of experience in relevant field.

Experience:

  • Minimum 3 years of work experience required in the field of digital communications, journalism, media, marketing, or another relevant field.
  • Demonstrated experience working in social media campaigns and content creation required;
  • Graphic design and video editing is an asset;
  • Outstanding skills in written communication and understanding of media. 
  • Understanding of international development; international relations; or environmental and/or other relevant issues preferred.
  • Demonstrated ability to thrive within a complex multicultural and multinational environment strongly preferred.

Language Requirements:

  • Fluency in English is required, as well as writing, presentation and communication skills. Fluency in other UN languages is an asset

 

Application Procedure

Evaluation process

Applicants are reviewed based on the Required Skills and Experience stated above and based on the technical evaluation criteria outlined below.  Applicants will be evaluated based on cumulative scoring.  When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Being responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation where technical criteria weigh 70% and Financial criteria/ Proposal weighs 30%.

Criteria B: Demonstrated track record planning and managing digital campaigns, preferably in a social cause-related role.

Only candidates obtaining a minimum of 28 points in Phase 1 (Criteria A+B+C) will be invited to take the Technical Test.

Only the top 3 to 5 candidates with a minimum score of 49 points in technical evaluation (Criteria A to E) will be invited for the last step: financial evaluation.

Candidates with a minimum scored of 49 points (70% of 70 points) will be short-listed for the financial evaluation, and an interview may be needed.

Financial evaluation - Total 30% (30 points)

The following formula will be used to evaluate financial proposal:

p = y (µ/z), where

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest-priced proposal

z = price of the proposal being evaluated

Shortlisted candidates (ONLY) will be requested to submit a Financial Proposal.

  • The financial proposal should specify an all-inclusive daily fee (based on an 8-hour working day with 1-hour lunch included - and an estimated 21.75 days per month).
  • The financial proposal must be all-inclusive and take into account various expenses that will be incurred during the contract, including: the daily professional fee; cost of travel from the home base to the duty station and vice versa, where required; living allowances at the duty station; communications, utilities and consumables; life, health and any other insurance; risks and inconveniences related to work under hardship and hazardous conditions (e.g., personal security needs, etc.), when applicable; and any other relevant expenses related to the performance of services under the contract.
  • In the case of unforeseeable travel requested by UNDP, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP and Individual Consultant, prior to travel and will be reimbursed. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
  • If the Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

 

The Financial Proposal is to be emailed as per the instruction in the separate email that will be sent to shortlisted candidates.

Contract Award

Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into a contract with UNDP.

Institutional arrangement

The consultant will work under the guidance and direct supervision of the Chief Digital Officer and will be responsible for the fulfillment of the deliverables as specified above.

Payment modality

Payment to the Individual Contractor will be made based on the actual number of days worked, deliverables accepted, and upon certification of satisfactory completion by the manager.
